According to the plan, in 2026, Hanoi strives to create new jobs for about 171,000 workers; reduce the urban unemployment rate to below 3%. The rate of trained workers reaches 75.8%, of which, workers with degrees and certificates account for 55.5%. The city also sets a target for the annual labor productivity growth rate to reach from 7.0 - 7.5%.
Hanoi will promote the provision of information about the labor market, industry trends, and recruitment needs of businesses to workers. Information about vocational training programs, job support policies, unemployment insurance and social security policies, helping workers be more proactive in choosing jobs and improving their professional capacity.
The focus of the plan is to prioritize training and fostering new skills, skills with high demand in the context of digital transformation and green economic development. The areas that are focused on include information technology, foreign languages, soft skills, working skills in the digital environment and emerging industries. The city also diversifies training forms through online courses (e-learning), training at enterprises or training models combining theory and practice, to improve flexibility and efficiency.
Hanoi promotes labor structure shifts towards gradually reducing unskilled labor, increasing the proportion of workers with formal training and high skills, meeting the development requirements of high-tech, digital economy and green economy industries.
The city also effectively organizes direct and online job transaction sessions, thematic job transaction sessions; strengthens the connection between labor supply and demand with neighboring provinces and cities according to each target group, industry and recruitment needs.
In addition, Hanoi promotes the development of high-tech agriculture and organic agriculture associated with the consumption market, ensuring economic efficiency and sustainable development.
In particular, the city will synchronously implement policies to support the development of small and medium-sized enterprises, encourage startup movements, innovation, form high-competitive enterprises, deeply participate in domestic and international value chains, thereby creating more sustainable jobs for workers.
