The family of Ms. Pham Thi Thao, a worker in Sai Dong Industrial Park (Phuc Loi Ward, Hanoi) is currently renting in lane 293 Ngoc Thuy Street (Bo De Ward, Hanoi).

Ms. Thao and her husband have 2 children, the eldest child is in grade 6, the youngest child is in preschool. Currently, Ms. Thao and her husband's salary is about 18 million VND/month, she has to be very large to have enough money to rent a house and support the whole family. Ms. Thao said that reading on the newspaper and seeing the information about public students being exempted from tuition fees from the 2025-2026 school year, she and her husband "laughed endlessly".

"Last school year, I paid my two children about 4 million VND for the total tuition fee. This amount of money divided into small amounts per month is not too much, but for the whole year it is also a large amount for the worker's family. Last June, the electricity bill increased by 240,000 VND compared to May, so I also had a headache balancing my spending. The low salary of workers, the burden of renting a house and spending money in the city makes me have to spend every penny. When we heard the news of tuition exemption from this school year, my husband and I looked at each other and laughed happily. From now on, we will have less burden at the beginning of the school year, Ms. Thao shared.

The family of Ms. Mui Thi Tac, born in 1987, from Moc Chau district (Son La) has been in Hung Yen for 2 years. Ms. Tac and her husband have 2 children, a young child in grade 5, the older child is 17 years old and has dropped out of school, also applying to work as a worker in Pho Noi A Industrial Park. Ms. Tac's husband has not yet found a job, lives in a congee house and takes his young child to school.

Ms. Tac is currently a worker at Uniben Joint Stock Company (Pho Noi A Industrial Park, Hung Yen), with a total income of about 10 million VND/month. The whole family depends on her salary and the salary of her eldest son who is a worker...

"My family only dares to rent a room of more than 10 square meters, without air conditioning, the rental price is 900,000 VND/month, not including electricity, water, and sanitation fees. It is very cramped, hot in the summer, but there are no conditions, limited income, and expenses must be cut to the maximum, so we have to accept it. My child is in high school this year, I am very happy that he is exempted from tuition fees according to the new policy. Reducing the amount of money spent a few million VND each year is very meaningful to us... - Ms. Tac said.

Mr. Doan Van Cong, who is currently working as a worker in Ha Dong ward (Hanoi), said that his family has 2 children in primary and secondary school, with an annual tuition fee of nearly 4 million VND.

Free tuition will help us less worry about the economy because there are many other expenses in life - Mr. Cong expressed.

According to Mr. Cong, the total income of the couple who are both workers is about 17 million VND/month. The rent and food expenses have cost more than 10 million VND/month. Mr. Cong and his wife have to be very frugal, calculating the budget to cover expenses to take care of their children's education.

"The older child started to study more, I was working overtime, and anyone who hired me to work overtime would do it. In the near future, I may take advantage of the evening to drive a technology motorbike taxi. In the new school year, when we heard that the children were exempted from tuition fees, we were very happy. If we can pay a sum of money, we will have some less hardship, said Mr. Cong.

Resolution 217 stipulates tuition exemption and support for preschool children, primary school students, and those studying general education programs who are Vietnamese citizens or people of unidentified Vietnamese origin living in Vietnam in educational institutions in the national education system.

The budget for implementing tuition exemption and support policies is guaranteed by the State budget in accordance with the provisions of the law on budget management decentralization. The central budget supports localities that have not yet balanced their budgets to implement the policy of exemption and support for tuition fees according to the provisions of law.

This Resolution takes effect from the date of approval by the National Assembly (June 26, 2025) and applies from the 2025-2026 school year.
