Speaking at the opening of the conference, Mr. Nguyen Anh Tuan - Chairman of the VGCL affirmed that in 2025, the trade union organization will continue to implement important tasks, especially, it has advised the Secretariat to issue Directive No. 58.
“This is a very important Directive, marking a new step forward in thinking about caring for workers and the working class. Previously, we mainly focused on caring for the working class, while propaganda and political, ideological, and legal education were supplementary measures. Now, we are raising two issues: caring for and accompanying in parallel with promoting and creating a good foundation for workers to have working style and labor discipline in the industrial age, have political and ideological awareness, and especially have increasingly better legal understanding.
This not only contributes to building progressive and harmonious labor relations but also contributes to building an increasingly strong working class, contributing to increasing labor productivity and improving business operation efficiency. Through this, the trade union organization truly brings value not only to workers but also brings common value to the country and the economy," Mr. Nguyen Anh Tuan affirmed.
The President of the VGCL also requested delegates attending the conference to carefully study the contents of Directive 58, considering political, ideological, and legal education for workers in the new situation as the task of the entire political system under the leadership of the Party and the Vietnam Trade Union playing a core role.
Mr. Nguyen Anh Tuan also requested press and publishing agencies to propose and advise the VGCL and provincial and city labor federations in building publications and methods for communication and political, ideological, and legal propaganda for workers; building articles and publications to proactively perform tasks according to set requirements.
Thoroughly grasping and implementing Directive 58, Vice President of the VGCL Ngo Duy Hieu affirmed that workers are the revolutionary leadership force, the foundation of the Party, therefore, raising political awareness and legal understanding for workers is a mandatory requirement.
Also according to Mr. Hieu, social networks today have a lot of false and distorted information; when this information is repeated many times, listeners easily believe it is true. If workers do not have a solid cognitive foundation, they are very easily influenced and led by negative information.
Over the past time, propaganda work has had positive changes, workers' legal awareness has been clearly raised, but there are still limitations such as some places not really paying attention and investing properly in this work; the coordination between trade unions and businesses is still not close, especially in private and FDI enterprises; the content and methods of propaganda are still rigid and not attractive...", Mr. Hieu said.
According to Mr. Hieu, currently, workers mainly pay attention to practical issues such as salaries, income and immediate benefits, while paying little attention to political issues or the general situation of the country.
The cause of the above limitations is due to the uneven level and awareness of workers, propaganda work is not really effective, and is strongly affected by social networks and external information sources. From that reality, it is necessary to innovate the content and methods of propaganda, enhance the role of trade unions, and at the same time strengthen political and legal education for workers to meet the requirements in the new situation.
Mr. Hieu also added that it is expected that on the occasion of the International Labor Day May 1, 2026, the VGCL will organize a parade for workers - this is an activity implemented after many years of not being organized.
At the conference, Standing Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong said that in order to implement the goals set out in 2026, trade union levels continue to pay attention to and implement a number of key tasks.
Accordingly, continue to deploy research, study, and thoroughly grasp the Resolution of the 14th Party Congress, the Resolution of the National Congress of the Vietnam Fatherland Front and the Resolution of the 14th Vietnam Trade Union Congress.
Propagate and participate in organizing activities to celebrate major holidays and important events of the country in 2026.
Propagating and organizing activities for Workers' Month 2026 associated with the Work Safety and Health Month. Organizing summaries and propaganda of the results of 10 years of implementing Directive 52 of the Secretariat on strengthening the Party's leadership in improving the spiritual life of workers in industrial parks and export processing zones and 5 years of implementing Action Program No. 02 of the Executive Committee of the Vietnam General Confederation of Labour implementing Resolution No. 02-NQ/TW of the Politburo on "Innovating the organization and operation of Vietnam Trade Unions in the new situation".
Organize commendation for outstanding grassroots trade union presidents in collective dialogue and negotiation; commend advanced examples of studying and following Ho Chi Minh's ideology, ethics, and style in the period 2023-2025; organize the opening ceremony of the 2026 Vietnam Workers and Civil Servants Football Tournament.
Effectively organize the implementation of the Program "Promoting trade union communication work in the period 2023 - 2028".

Ms. Thai Thu Xuong also emphasized that trade union levels need to deploy ordering and coordinate propaganda on Lao Dong Newspaper to improve the effectiveness of propaganda and spread policies to workers and laborers.
