The 8th Conference of the 13th Executive Committee of the Vietnam General Confederation of Labor will meet on December 12, 2025 in Hanoi. The conference was honored to welcome comrade Nguyen Phi Long, Alternate Member of the Party Central Committee, Deputy Secretary of the Party Committee of the Fatherland Front, Central organizations; comrade Nguyen Thanh Binh, Deputy Head of the Central Organization Committee; comrade Hoang Trong Hung, Deputy Head of the Central Inspection Committee and comrades representing the Central Party building committees, the Department of Internal Political Security, Ministry of Public Security.
After reviewing and discussing the submissions and reports of the Presidium and Executive Committee of the Vietnam General Confederation of Labor,
RESOLUTION
1. Agree to the following contents:
- Report on the results of trade union activities in 2025; Trade union work program in 2026.
- Report the results of inspection and supervision work of trade unions at all levels in 2025, work program and key tasks in 2026.
- Preliminary report on 5 years of implementing Resolution No. 07/NQ-TLD dated January 15, 2020 of the 12th Executive Committee of the General Confederation of Labor on "Innovation of emulation and reward work among workers, civil servants, laborers and trade union activities.
- Report the results of the work of developing union members and establishing grassroots unions in 2025. Plan to develop union members and establish grassroots unions in 2026.
- Report the results of the development of union members and the establishment of grassroots trade unions, period 2023 - 2025.
- Preliminary report on 5 years of implementing Resolution No. 10b/NQ-BCH dated December 12, 2020 of the Executive Committee of the General Confederation of Labor (term XII) "On continuing to innovate and improve the quality of training and fostering trade union cadres in the new period".
Assign the Presidium of the Vietnam General Confederation of Labor to base on the summary report on receiving and explaining the opinions of delegates attending the Conference to complete the documents and promulgate them.
2. On the Report of the Executive Committee of the 13th Vietnam General Confederation of Labor to the 14th Congress of Vietnam Trade Union, term 2026 - 2031
Assign the Presidium of the Vietnam General Confederation of Labor and the Document Subcommittee to synthesize, study, and consider receiving the opinions of the delegates attending the conference to complete the draft and carry out the next steps.
3. The conference heard the President of the General Confederation of Labor inform about the new policies and resolutions of the Party and launched emulation in 2026.
4. The Executive Committee of the General Confederation of Labor elected 20 comrades to the Executive Committee, 5 comrades to the Presidium of the 13th Vietnam General Confederation of Labor, term 2023 - 2028, including:
4.1. About the Executive Committee of the General Confederation
(1) Comrade Thach Van Chung, Member of the Provincial Party Committee, Chairman of the Bac Ninh Provincial Labor Federation;
(2) Comrade Soi Ngoc Cuong, Chairman of the Son La Provincial Labor Federation.
(3) Comrade Nguyen Quoc Dung, Member of the Provincial Party Committee, Chairman of the Dong Nai Provincial Labor Federation;

4.2. Regarding the Presidium of the General Confederation:
(1) Comrade Nguyen Van De, Head of the National Defense Trade Union.
(2) Comrade Le An Hai, Chairman of the Vietnam Trade Union of Industry and Trade.
(3) Comrade Bui Thanh Nhan, Member of the Standing Committee of the City Party Committee, Chairman of the Ho Chi Minh City Labor Federation.
(4) Comrade Luong Trong Thanh, Member of the Provincial Party Committee, Chairman of the Thanh Hoa Provincial Federation of Labor.
(5) Comrade Nguyen Van Thang, Member of the City Party Committee, Chairman of the Hanoi City Labor Federation.
5. The Executive Committee of the General Confederation of Labor agreed to change the structure of the personnel project of the Inspection Committee of the General Confederation of Labor for the 2023 - 2028 term in the direction of:
- The position of Chairman of the Inspection Committee will be assigned by a Vice President of the General Confederation of Labor for concurrent inspection and supervision work.
- The position of Deputy Chairman of the Inspection Committee will be concurrently held by deputy heads of the departments of the General Confederation. In the immediate future, 1 Deputy Head of the Inspection Committee will be appointed by 1 Deputy Head of the Trade Union Work Committee who meets the conditions and standards according to the concurrent regulations.
- The Executive Committee of the General Confederation of Labor elected Comrade Nguyen Thang Thuc, Deputy Head of the Trade Union Work Committee, to the Inspection Committee of the General Confederation of Labor, so that the Inspection Committee of the General Confederation of Labor could elect him as Deputy Head of the Inspection Committee of the General Confederation for the 2023 - 2028 term.
6. The Executive Committee of the General Confederation of Labor calls on all cadres, union members and workers nationwide to promote the achieved results, strive to compete in labor, production and work to contribute to the successful implementation of the trade union work program in 2026, the Resolution of the 13th Congress of the Vietnam General Confederation of Labor, the Resolution of the 13th National Party Congress and Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on innovation of the organization and operation of the Vietnam General Confederation of Labor in the new situation, contributing to the successful implementation of socio-economic goals and tasks in 2026.
