On the afternoon of June 3, continuing the program of the 14th Vietnam Trade Union Congress, at Workshop Center No. 2, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor (Vietnam General Confederation of Labor) and Mr. Tong Van Bang - Member of the Presidium, Head of the Labor Relations Department, Vietnam General Confederation of Labor chaired discussions with the theme: Focusing on developing union members, establishing grassroots trade unions; improving the quality of trade union officials at all levels; building strong trade union organizations and participating in Party development among workers.
Mr. Dao Minh Tan - Vice Chairman of the Labor Federation (LDF) of Dong Nai City - said that developing union members and establishing grassroots trade unions is a key, consistent and vital task for the Vietnam Trade Union organization in the current period.

Mr. Tan said that after the merger of administrative units, the Dong Nai City Labor Federation currently manages 2,323 grassroots trade unions with 749,093 union members out of a total of 790,155 workers, the rate of union member gathering reaches over 94.8%. In which, the non-state business sector accounts for a large proportion with 2,169 grassroots trade unions (93.3%) and more than 729,003 union members (97.3%).
Implementing the Resolution of the XIII Congress of the Vietnam Trade Union and the Resolution of the XI Congress of the Dong Nai City Trade Union, term 2023 - 2028, trade union levels in Dong Nai City have seriously implemented and promoted the work of developing union members and establishing grassroots trade unions. Trade union levels always closely follow and ensure the leadership and direction of Party committees, the support of the government and peer-level professional departments.
From 2023 to now, the whole City has newly admitted 160,874 union members, and newly established 784 grassroots trade unions. From the time after the province's merger (July 1, 2025) to now, the whole city has newly established 119 grassroots trade unions, admitted 36,378 union members; the number of union members has increased by nearly 19,000 people compared to the time of the merger.
Besides the achieved results, the work of developing union members and establishing grassroots trade unions in Dong Nai city still faces many difficulties and challenges: The two-level trade union organization model after arranging the apparatus puts great pressure on the team of city-level trade union officials; the room for developing union members in traditional industrial parks is no longer large due to the high occupancy rate and slower labor movement than before; some businesses have not really created conditions for the establishment of grassroots trade unions; the quality of operation of some grassroots trade unions after establishment is still limited.
To continue to promote the work of developing union members and establishing grassroots trade unions in the coming time. The Dong Nai City Labor Federation has identified focusing on implementing a number of key tasks and solutions as follows:
Continue to thoroughly grasp and drastically implement Resolution No. 06 of the Executive Committee of the Vietnam General Confederation of Labor on promoting the development of union members and establishing grassroots trade unions in non-state-owned enterprises.
Strongly innovate propaganda and mobilization methods in a flexible, close and practical direction; take union member benefits as the center to attract workers to participate in trade union organizations. Promote the application of digital technology, social networks and online platforms in propaganda, union member management and trade union operations.
Focus on improving the quality of grassroots trade union activities after establishment.
Research and build a network of collaborators to develop union members in industrial parks, industrial clusters, and residential areas with many workers.
Focus on caring for the material and spiritual life of union members and workers; propose investment in building trade union facilities, social housing, kindergartens, and cultural activity areas for workers to create long-term attachment to the trade union organization.
