On June 5 in Hanoi, within the framework of the 14th Vietnam Trade Union Congress, Comrade Le Minh Hung - Member of the Politburo, Prime Minister - chaired an exchange and discussion program with delegates attending the Congress, with the theme "Vietnam Trade Unions accompany the Government to improve labor productivity, implement the goal of double-digit growth".

Increasing national labor productivity must start from improving the quality of human resources

After leaders of ministries and sectors responded and answered the opinions, proposals, and recommendations of delegates attending the Congress, and delivered a concluding speech at the dialogue, Prime Minister Le Minh Hung assessed that the dialogue theme "Trade Unions accompany the Government to improve labor productivity and achieve double-digit growth" is an important content deeply mentioned in the Resolution of the 14th Party Congress and the action program to implement the Resolution, a decisive factor in the competitiveness of the national economy and the most effective measure of the quality of growth.

The Head of Government highly appreciated the initiative of the Vietnam General Confederation of Labor in organizing the Program and selecting a very practical and meaningful topic for exchange. At the same time, he praised and acknowledged the very heartfelt, responsible, practical and quite comprehensive speeches of the delegates. These are not only opinions reflecting thoughts, aspirations, and feelings but also legitimate proposals, heartfelt contributions - representing the voice of more than 10 million trade union members and workers (TUs, NLĐ) nationwide.

The Head of Government stated clearly: Our country is entering a new stage of development with setting very high, very challenging goals, very great aspirations, requiring very strong efforts and determination from the entire political system, people and the business community to join hands to contribute, determined to implement the country's strategic development goals. We are mobilizing all resources, striving and determined to successfully realize 2 100-year strategic goals. In which, the urgent requirement today is to achieve the goal of sustainable double-digit economic growth.

To maintain the goal of high and sustainable growth, the Resolution of the 14th Party Congress has identified the fundamental transformation of the growth model based on improving labor productivity (NSLĐ), human resource quality, breakthroughs in science and technology, innovation and digital transformation.

In which, labor productivity is a comprehensive indicator reflecting the efficiency of using resources and the quality of economic growth; is a measure to assess the development level and competitiveness of each country. This is not only an economic issue, but also a social issue, a human issue and the quality of development.

The rate of labor productivity growth is identified by the Party and State as one of the main socio-economic development targets. Over the past time, Vietnam's labor productivity has continued to improve, but is still low compared to its potential and compared to countries in the region and the world. Especially in the current context, when global competition becomes increasingly fierce, science and technology change very quickly, knowledge is continuously updated; then the requirements for productivity, quality, and professional skills of workers will become increasingly high, to meet the requirements of practice and the requirements of development.

This poses a very large responsibility not only for workers but also for the entire political system, including the Government and the business community - the subjects of the production process, creating wealth, material and spiritual for society; as well as directly participating in contributing to economic growth and improving national labor productivity.

The Government is currently directing the completion of the National Labor Productivity Improvement Project to submit to competent authorities in June, which clearly identifies making labor productivity an important driving force for rapid and sustainable growth. Labor productivity improvement must be linked to market development, have solutions to create high labor productivity jobs, improve the quality of human resources to meet market demand; strongly promote labor productivity increase initiatives; identify science and technology development, innovation and digital transformation as an important driving force to improve national labor productivity...

The Party and State also specifically determined that to increase national labor productivity, it must start from improving the quality of human resources - one of the three strategic breakthroughs. In which, the urgent requirement today is to improve the quality of vocational training, support workers to improve their qualifications and skills, especially digital skills and adaptability to new production models.

To ensure that employees have the ability to grasp science and technology, proactively transform digitally, have the ability to innovate and create, and not be left behind in the era of digital transformation; first of all, businesses must be pioneers in implementing and promoting this process. The Government is committed to accompanying and supporting businesses in developing science and technology, digital transformation; having policies to support digital skills training, new vocational skills, support retraining, vocational conversion training, to ensure sustainable employment for employees.

The Prime Minister said that the Government will have mechanisms and policies to encourage and create conditions for businesses to promote training and promote emulation movements and initiatives of workers. The Government has assigned the Ministry of Education and Training to study the transformation of training models in a flexible direction, suitable to practical requirements, meeting the needs of businesses, especially in key sectors and strategic technology industries; adapting to the development of the digital economy. The Government regularly reviews, supervises, and evaluates the quality of implementing these tasks of ministries and sectors, with the core being the Ministry of Education and Training.

The Prime Minister requested ministries and sectors to seriously absorb and actively study, concretize, and adjust policies in accordance with the recommendations and proposals of delegates on improving salaries, income, working conditions, working hours... He said that competent authorities have assigned functional agencies to study and report on the salary policy reform project not only for cadres, civil servants, public employees, and armed forces but also to study and propose salary policies for employees to meet the requirements of ensuring life in the context of a very changing situation.

Along with that, it will improve the provisions of law related to the implementation of initiatives, including the level of initiative bonuses, the Government will direct the Ministry of Home Affairs and agencies to research and propose new solutions such as mechanisms and tax policies to support businesses to have the motivation to promote and encourage employees to have initiatives, and for initiatives that bring quality and efficiency, it is possible to not only reward once but also reward according to the increase in business income achieved.

Quickly deploy rental housing projects right in June

The Prime Minister emphasized the viewpoint: "Any employee has the right to work in a safe environment, to live in a civilized and healthy community, and to be protected against new risks". This is not only a matter of ensuring the legitimate rights and interests of employees, but also a premise, an important foundation contributing to increasing labor productivity and business production efficiency of enterprises and directly contributing to the growth and quality of growth of the economy.

In addition to creating more stable and sustainable jobs, improving the quality of a safer and more civilized working environment, and improving workers' incomes, the requirement to improve living standards and social institutions serving workers and families is also becoming more urgent, including housing issues, especially rental housing, schools, kindergartens, medical facilities, cultural and sports centers... that need to be given more strong attention.

Regarding housing issues, the Prime Minister expressed: "Personally, as well as government leaders, ministries and sectors, we share the fact that most workers currently do not have housing, have to rent houses among the people with limited, cramped infrastructure, high costs...; conditions to improve physical and mental health are still lacking; school facilities and kindergartens for children of workers and workers far from workplaces. This directly affects the health and peace of mind of workers and also indirectly affects labor productivity and work efficiency.

Thoroughly grasping the direction of the General Secretary and President, the Government and the Prime Minister have urgently and drastically implemented specific tasks and solutions on developing rental housing, especially in localities with many industrial parks and many workers. The most important point is to shift the mindset from only worrying about "house ownership" to ensuring "the right to have a house to live in". For those who do not have the conditions to buy a house, the State will create conditions to rent a long-term, stable house at reasonable prices. For workers with medium and low incomes, the priority is to have a place to live that is affordable, not to try to buy a house. Housing for workers must be reasonably priced, and planned and built synchronously with cultural and social institutions serving the workers themselves (schools, kindergartens, medical facilities, cultural houses...).

The Prime Minister said that the Government is directing ministries, branches, and localities to urgently study and develop policies to quickly develop the rental housing market; localities should conduct a general review of plans, especially planning industrial parks, and allocate resources to quickly implement rental housing projects in June, initially using the State budget to implement projects associated with accompanying facilities, ensuring infrastructure. At the same time, focus on developing commercial housing with many different segments, meeting the needs of buying, renting and lease-purchasing.

The Prime Minister clearly stated that not only the State spends money to build, operate, and manage rental housing, but it can also hire businesses to operate and manage and can repurchase social housing areas for immediate lease, meeting urgent needs. Besides state resources that are seed capital and initial capital, the State must have policies to support taxes, capital, interest rates... to attract business resources and social resources, ensuring harmonious benefits between the State, businesses and people and workers.

The Prime Minister said that these mechanisms and policies will be reported to the Government soon for research and report to the National Assembly because in this year's working program, the National Assembly will study, comment and amend the Housing Law and the Real Estate Business Law, this is a very suitable time to complete policies to focus on promoting priority segments, besides commercial housing, it is necessary to develop rental housing, housing for policy beneficiaries and public housing.

Regarding health, the Prime Minister said that in the past time, the rate of workers having access to periodic health check-ups has increased sharply, about 70% compared to the previous period, showing the great concern of the Party and State for workers. According to Resolution No. 72-NQ/TW of the Politburo, from 2026, periodic health check-ups or free screenings will be organized for people at least once a year according to priority groups and roadmaps, including workers.

At the same time, the Government has directed the Ministry of Health to propose mechanisms and policies to have a budget, plans, and treatment plans for people after health check-ups and disease detection, in which the state budget is allocated to priority subjects, combining health insurance sources, state budget and socialization sources. This is a consistent policy to implement Resolution 72-NQ/TW of the Politburo.

Thoroughly grasping the viewpoints and policies of the Party and State, especially the strategic Resolutions of the Politburo and the directions of General Secretary and President To Lam; at the same time, through the suggestions and suggestions of the delegates, the Government will continue to direct ministries and sectors to seriously absorb and focus on perfecting institutions and policies to improve the investment and business environment, promote business development, create sustainable jobs; pay attention to social security policies, especially on housing, vocational training, labor safety, health, education, working hours... Through this, the Prime Minister also proposed that the Trade Union organization continue to strengthen dialogue and negotiation to pass collective labor agreements, pay attention to and better care for the material and spiritual lives of workers.

Regarding the very big issue that many delegates are concerned about, which is ensuring food safety and hygiene, managing medicines and functional foods, the Prime Minister said that, according to the direction of competent authorities, in the near future, the Ministry of Health will be assigned to be the focal point for managing these areas, in the spirit that each task is only assigned to one ministry as the focal point. At the same time, the Ministry of Health urgently submits to the Government a project to strongly innovate the drug distribution system, focusing on reducing intermediaries so that people can access quality medicines at reasonable prices, this is an issue that directly affects the interests of workers, and is a priority of the Government.

The Head of Government stated clearly that the issues raised by the delegates all aim for a common viewpoint, such as the spirit of the speech of General Secretary and President To Lam at the opening session of the Congress: Workers are the center of the development process, the most important resource of businesses and the economy, the key driving force of growth and also the subjects who deserve to enjoy the achievements of growth.

The Prime Minister requested all levels, sectors, and localities, especially in places with many industrial parks and many workers, to proactively pay attention to and care for, ensuring the full and effective implementation of policies for employees; considering this not only as a consistent and long-term political task of agencies and units but also as a strategic driving force to promote the development of localities and the country; creating conditions for employees to feel secure in working and long-term attachment to businesses.

The Prime Minister hopes that the Trade Union organization will continue to be a reliable bridge between the Party, the State, businesses and employees; a common home to best promote capacity, strengths, creativity; best protect the legitimate rights of employees and, above all, understand, share, speak out, reflect thoughts, aspirations and accompany employees in the process of building and developing the country.

The Head of Government expressed agreement with the fact that the Vietnam General Confederation of Labor will launch the emulation movement "Good Labor, High Productivity, Good Income" immediately after the Congress. This is a very practical model and initiative, which needs to be spread and deeply grasped at the grassroots level, urging each worker to consciously participate; contributing to the formation of culture among union members and workers nationwide.

The Government calls on the business community to promote the application of science and technology, digital transformation in production and business; and at the same time strictly comply with legal regulations, fully fulfill responsibilities to employees; consider taking care of a safe, stable, and sustainable working environment for employees as a strategic investment of the enterprise; consider employees not only as people working for the enterprise, but also as companions, creating efficiency, success, and success of the enterprise.

Through the Congress, the Government and the Prime Minister hope that each union member and employee will continue to promote patriotism, creative labor, constantly learn, improve their qualifications and professional skills... strive to overcome difficulties and rise up so that today is better than yesterday - that is to increase labor productivity, so that each initiative, each improvement is born - that is to innovate and work more responsibly and effectively - that is to make practical contributions to the development of businesses and the country.

The Prime Minister hopes that today's delegates will strongly spread the spirit of innovation and the aspiration to contribute of the Congress to a large number of union members and workers nationwide; so that each worker will confidently carry in themselves the mindset of being the subjects of innovation, the pioneering force in the cause of building, developing and protecting the Fatherland.

The Government is committed to continuing to accompany the Trade Union organization, the business community and employees to build high-quality human resources, constantly improve national labor productivity, improve the lives of people, including a large number of workers and employees, making practical contributions to achieving the goal of sustainable double-digit growth.

In the near future, the Prime Minister will launch a nationwide emulation movement to join hands in socio-economic development for the goal of sustainable double-digit growth in the 2026-2031 period. The Government really hopes that the Vietnam General Confederation of Labor, the business community and employees will actively and proactively participate in this emulation movement.

The Head of Government affirmed that with the consensus and determination of the entire political system, people and the business community; with the core role of the working class and the Vietnam Trade Union organization, with the intelligence, bravery and aspiration to contribute of the vast labor force nationwide, we will definitely successfully implement the goals of rapid and sustainable development; bringing the country to develop richly, prosperously, civilized and happy.
