Workers are disadvantaged because the Central Rehabilitation Nursing Hospital forgets regulations

Instead of making efforts to implement bidding requirements in accordance with regulations, the Central Rehabilitation Nursing Hospital cuts the rights of employees when deciding to stop paying in-kind allowances to people working in toxic environments.

Cutting the regime for workers

Workers at the Central Rehabilitation Nursing Hospital (located in Sam Son Ward, Thanh Hoa) reported that since July 2022, when Mr. Cam Ba Thuc returned to work as Director, many policies and regimes of workers have been unreasonably cut; the work of ensuring occupational safety and hygiene has not been given attention; many other policies and regimes are arbitrarily decided and directed by the Director and are not in accordance with regulations.

Regarding physical training for people working in toxic environments, previous years were carried out normally according to regulations. However, from December 9, 2024, the hospital's leaders decided to stop paying, even though many departments have made a list, signed and approved. According to a hospital leader, the payment suspension was due to the fact that Cam Ba Thuc Director said that only those who work in a specific toxic environment (such as an X-ray room) and exceed the threshold are entitled to it.

Meanwhile, workers cited Circular 11/2020/TT-BLDTBXH, Circular 21/2021/TT-BLDTBXH and Circular 24/2022/TT-BLDTBXH to affirm that they are eligible for in-kind compensation. If it has exceeded the permitted threshold, it will only be closed. Regarding this content, the Department of Prevention and Control (Ministry of Health) said that the hospital has not fully implemented it for workers.

In the document responding to the Department of Prevention and Control on the implementation after the inspection, signed by Mr. Pham Dinh Hung - Deputy Director of the Hospital - it was stated: "The occupational safety and health Council has assigned the health department to review and propose to the hospital director on the compensation regime with in-kind benefits and toxic allowances according to the inspection team's proposal". However, Director of Cam Ba Thuc ignored it.

Ms. Le Thi Nguyet - Head of the Organization - Administration Department - further explained: In previous years, the hospital still paid the compensation regime normally. In 2024, payment in kind must be bid, cannot be paid in cash, and cannot be delayed. Due to difficult bidding, the hospital had to cut this allowance and hoped that "workers would sympathize".

At the end of July 2025, the inspection and supervision team of the Department of Prevention and Control (Ministry of Health) on the implementation of legal regulations related to occupational safety, hygiene and disease prevention for medical staff also pointed out a series of other violations at the hospital. That is the occupational safety and hygiene plan built through speakers, not detailed, not assigned to implement staff; in 2024 and 2025, there is no plan yet. No work environment cleaning records have been established as prescribed in Decree 39/2016/ND-CP of the Government. Labor environment monitoring in 2023 was implemented, but in 2024 and 2025, it was not implemented; periodic monitoring was taken lightly.

Explaining this issue, a hospital leader said: According to Decree 39, people in charge of occupational safety and hygiene must be trained in technical fields and have experience. Previously, the hospital assigned Mr. Le Van Thien to be a specialist and did quite well. After Dr. Thuc returned as Director, the hospital replaced Mr. Thien with Mr. Bui Tri Tue - Deputy Head of the Department of Infectious Diseases - in charge, but Mr. Tue's expertise was medical examination and treatment, not technique, so the new job was "unknowing"; while Ms. Le Thi Nguyet - Head of the Organization - Administration Department, Secretary of the Labor Safety, Hygiene and Fire Prevention Council - had not yet provided timely advice, leading to being left behind.

According to the conclusion of the monitoring team of the Department of Prevention and Control, at the time of inspection, the Central Rehabilitation Nursing Hospital did not conduct health check-ups before arranging jobs; did not conduct health check-ups to detect occupational diseases; did not prepare health and disease management records for workers according to regulations. Training and coaching on occupational safety and hygiene have not been implemented, although the Ministry of Health has reminded.

Mr. Vu Anh Tuan - Vice President of the Vietnam Health Trade Union, a member of the inspection team, said that the Central Nursing and Rehabilitation Hospital in Sam Son has reported on the situation. However, the report on the implementation of new conclusions is stopping the supplementation and completion of the plan, the contents on the implementation of the occupational accident and disease policy are being assigned to the functional department to propose to the Director for consideration. The Vietnam Health Trade Union will continue to monitor and issue a written proposal to ensure the rights of cadres, employees and workers.
