According to Decree 176/2025/ND-CP, Vietnamese citizens aged 75 and over who do not receive a monthly pension or social insurance allowance (or receive it below the prescribed standard) will receive a social pension allowance of VND 500,000/month if they have submitted a request to receive social pension allowance.
In addition, Article 22 of the Law on Social Insurance 2024 stipulates the regimes, order and procedures for implementing social pension benefits as follows:

3. People who are receiving monthly social pension benefits are covered by state health insurance according to the provisions of the law on health insurance. When they die, the funeral arrangements organization or individual will receive support for funeral expenses according to the provisions of the law on the elderly.
At the same time, Clause 10, Article 1 of the 2024 amended Law on Health Insurance stipulates:
3. The group contributed by the state budget includes:
…
t) People receiving monthly social pension benefits according to the provisions of the law on social insurance;
Thus, according to current regulations, elderly people over 75 years old, when receiving a pension allowance of VND 500,000/month, are still granted free health insurance.
