Funding for salary payment for civil servants of public science and technology organizations

The budget for paying salaries and income to civil servants and employees of public science and technology organizations comes from many sources according to regulations.

Clause 1, Article 14 of Decree 263/2025/ND-CP (effective from October 14, 2025) stipulates the funding source for salary and income payment for civil servants and employees of public science and technology organizations, including:

- Salary and contributions of a salary nature are annually allocated by the State budget to the organization;

- Funding from the labor of civil servants and employees of public science and technology organizations performing science, technology and innovation tasks chaired by that organization;

- Funding from salaries, salary allowances, salary contributions, and remunerations for civil servants and employees of public science and technology organizations from sponsorship and aid from domestic and foreign individuals and organizations to organizations according to relevant agreements and regulations;

- Income Supplementary Fund;

- The entire balance of unused salary reform funds (if any);

- Revenue from commercialization of scientific research results, technology development and innovation (if any);

- Other legal sources of income as prescribed by law (if any).
