The National Assembly's Committee on Culture and Society is finalizing the Report on the review of the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to effectively implement Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions, enhancing protection, care and improving people's health to submit to the National Assembly at the 10th Session.
According to the Government's submission, the viewpoint in drafting the Resolution is to protect, care for and improve health, which is the duty of every citizen, every family and community.
At the same time, it is the responsibility of Party committees at all levels, authorities, the Fatherland Front, people's organizations and social organizations, in which the health sector plays a core role in terms of expertise and technology.
Select core issues, propose policies and solutions to create truly breakthroughs for the work of protecting, caring for and improving people's health.
To ensure feasibility, the goals must be consistent with the country's qualifications and conditions in each stage.
Based on reviewing the current difficulties, problems and inadequacies of the health sector, the draft Resolution is expected to focus on solving breakthrough and strategic issues to promptly institutionalize Resolution 72-NQ/TW of the Politburo and to develop the health sector.

The Government proposes that from 2026, people will have regular health check-ups or free screening examinations at least once a year according to target groups and priority routes; organize coordination between regular health check-ups, free screening examinations, health checks of students, occupational health check-ups, health check-ups for workers according to regulations and medical examinations and treatments under health insurance for free medical examinations.
For the group of policies on regimes, salaries and allowances for medical staff. This is also a new policy of the Party that needs to be concretized by the National Assembly to have a legal basis for the organization and implementation; in accordance with the authority of the National Assembly on basic policies on economy and society.
The policy content is to comply with the provisions of Resolution No. 72-NQ/TW 100% for people who regularly and directly practice healthcare at commune-level health stations, preventive health facilities in ethnic minority and mountainous areas, areas with difficult socio-economic conditions, especially difficulties, border areas, islands, areas of psychology, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some other specific subjects suitable for economic and social development conditions and the budget's ability to balance.
The Government proposes not to regulate some other specific subjects for now but only to regulate the regime for subjects that have been specifically identified in Resolution No. 72-NQ/TW and assigned the Government to specify in detail.
