
According to Decision 61/QD-TLD, in addition to cases where union fees must be paid, such as: Union members at grassroots unions of public service units who do not receive 100% of their salary from the state budget pay a monthly union fee equal to 0.5% of their salary as the basis for compulsory social insurance payment according to the provisions of law.
Union members at grassroots trade unions in state-owned enterprises (including joint stock companies with controlling shares of the State) pay the monthly union fee equal to 0.5% of the actual salary (after deducting the following items: social insurance, health insurance, unemployment insurance, personal income tax) but not exceeding 10% of the basic salary prescribed by the State.
Union members at grassroots trade unions in non-state enterprises, non-public service units; cooperative unions; foreign organizations, international organizations operating in Vietnam; representative offices, management offices of foreign parties in business cooperation contracts; union members working abroad pay union fees every month equal to 0.5% of the salary used as the basis for compulsory social insurance contributions, but not exceeding 10% of the basic salary according to State regulations.
Union members at trade unions or working in enterprises who cannot determine their salary as the basis for paying union fees or are not subject to compulsory social insurance must pay union fees at a fixed level, but at least 0.5% of the basic salary prescribed by the State;...
Union members who receive social insurance benefits for 1 month or more will not have to pay union fees during the subsidy period. In addition, union members who quit their jobs without receiving salary for 1 month or more and have no income are also exempted from paying union fees.
