Cutting teaching hours for practical driving
According to the provisions of Clause 7, Article 1 of Circular No. 04/2022/TT-BGTVT dated April 22, 2022 of the Minister of Transport, the practical teaching time for driving cars on the B2 driving practice ground is 41 hours/student, and the C class is 43 hours/student. However, Bac Lieu Vocational College (now Ca Mau Vocational College) issued Decision No. 352/QD-CDN dated May 29, 2023, stipulating the practical teaching time for driving cars on the driving practice ground of class B2 and C as 34 hours/student, lower than the regulations, leading to a shortage of practice hours on the driving practice ground (class B2 less than 7 hours/student, class C less than 9 hours/student).
In addition, before Decision No. 352/QD-CDN, the School signed a contract for a minimum number of practice hours on the driving practice ground compared to the regulations (class B2, C, less than 31 hours/student). The school signed 82 contracts with 33 teachers to teach 20 practical courses of driving cars with class B2 for 60 hours/student; class C for 64 hours/student, the amount of 70,000 VND/hour/student.
However, through working with 31/33 teachers, the practical driving lessons on the driving practice ground were confirmed: 20 teachers taught 10-12 hours/student (34 hour contract/student), the difference was 22-24 hours/student; 8 teachers taught 15-30 hours/student, the difference was 4-19 hours/student; 2 teachers confirmed that they taught enough 34 hours/student.

Meanwhile, the Inspection Team of Bac Lieu province (old) randomly selected 30 trainees to verify and show: Most trainees confirmed driving practice hours on the driving practice ground for 10-12 hours/student. At the same time, through comparing the actual fuel books issued to teachers on the driving practice ground according to the school's report corresponding to 10-12 hours/student.
In fact, the practical teaching hours on the driving practice ground are from 10-30 hours/student, but the two sides signed a record of acceptance, liquidation and payment according to the contract that was not in fact, the teacher implemented a shortage of teaching hours compared to the contract of 4-24 hours/student, the difference according to the work results with the teacher was over 434 million VND.
After acceptance and contract payment, 13 teachers returned the difference in teaching practice hours to the Driving Training and Testing Center (Center) in cash of more than 190 million VND and the Center collected and paid to the School's Treasurer to keep outside the accounting books.
By the end of March 2024, many teachers reacted, so Mr. Nguyen Thanh Sang, Principal, asked the treasurer to return it to the teachers. At the time of the inspection, the school reported that it had returned more than 190 million VND. Of which, 11 teachers received more than 165 million VND, 2 teachers did not receive more than 25 million VND.
In addition, according to the report, there are 4 car driving training classes for young people who have completed their military service and police service taught by physical teachers to practice class B2 is 32 hours/student, class C is 40 hours/student. Through comparison, the school settled with the Department of Labor, Invalids and Social Affairs for class B2 as 60 hours/student, class C as 64 hours/student, with an excess of more than 113 million VND in teaching hours.
Proposal to handle a series of officials
The conclusion of the Inspectorate of Ca Mau province clearly stated: The above limitations are the responsibility of the Principal of Bac Lieu Vocational College and related departments and individuals who do not comply with contractual regulations, violate acceptance and settlement of practice teaching hours; collect money from practice teachers who are not allowed to monitor accounting books...

However, through verification, the Principal and related individuals determined that the collection of money from teachers was aimed at raising funds to serve the enrollment and attract students to participate in vocational training at the School; after public opinion reflected, the School returned the money to the teachers. During the process of collecting opinions on some contents of the draft Inspection Conclusion, the School and related departments and individuals have remedied the violation and paid more than VND 572 million to the temporary account of the Provincial Inspectorate.
According to the current general policy of the Party and State, prioritizing the recovery of lost assets, specifically changing the situation of violations, proactively overcoming the consequences, the Provincial Inspectorate recommended that the Chairman of the Provincial People's Committee direct a review to clarify the role and responsibility of the Principal of Bac Lieu Vocational College, as the leader, lacking inspection, supervision, and lax management to lead to violations, focusing on the work of acceptance and settlement of practice teaching hours that are not accurate; collecting money from practice teachers to keep outside the accounting books.
Bac Lieu Vocational College organized a review to clarify the role and responsibility of the Deputy Director in charge of the Driving Training and Testing Center, Head of the Driving practice subject group, Accountant, Treasurer and related individuals (at each time of appointment) for the violations. When conducting the review, relevant agencies and units will coordinate with the Party Committee to review the nature, level, and apply appropriate handling according to Party regulations.
The Department of Construction (the unit merging the Department of Construction and the Department of Transport) drew experience from relevant departments and individuals to create limitations. Coordinate with Bac Lieu Coastal vocational school to inspect, review and propose to competent authorities appropriate handling measures in accordance with legal regulations for cases where students do not have enough time and km to practice driving on the driving practice ground but have been granted a primary certificate and a driving license.
The Department of Education and Training (the unit receiving vocational training tasks of the Department of Labor, Invalids and Social Affairs) strengthens inspection and supervision of units coordinating in implementing vocational training contracts for young people who have completed their military service and police service in accordance with regulations, especially acceptance and settlement work.
