At Ninh Binh Industrial Parks Trade Union, which is currently managing 49 grassroots trade unions in 4 industrial parks in the province, many enterprises have established trade unions for many years but have not complied with the payment of 2% of trade union fees according to regulations.
Typically, Vissai Ninh Binh Joint Stock Company (in Gian Khau Industrial Park), with over 1,000 union members and employees. The company has established a trade union organization since 2007, however, since the establishment of the grassroots trade union, this company has not fulfilled its obligation to pay trade union fees according to regulations.
According to the report of the Trade Union of Industrial Parks in Ninh Binh province, from 2017 to present alone, Vissai Ninh Binh Joint Stock Company owes over 9.4 billion VND in union fees.
Similarly, at Moon Group Mechanical Joint Stock Company (in Khanh Phu Industrial Park), since the Company's Trade Union was established (in 2022) with 360 union members and employees. Currently, this Company owes more than 1 billion VND in union fees.
In addition, other companies such as Viet Phap Shal aluminum Joint Stock Company (in Phuc Son Industrial Park), Phuc Loc Joint Stock Company (in Khanh Phu Industrial Park) are also in debt for union fees and have been in debt for many years.
Mr. Dinh The Hung - Chairman of the Trade Union of Industrial Parks of Ninh Binh province said that in recent years, the 2% union fee contribution rate of agencies, organizations, and enterprises to trade union organizations has been divided at a ratio of 75% left to the grassroots trade union; 25% distributed to 3 levels of trade unions including: direct superiority at the grassroots level, provincial level, central level.
This is an important resource for trade unions at all levels to care for and protect the legitimate rights and interests of workers, especially those in difficult circumstances and those suffering from serious illnesses, contributing to ensuring social security and stabilizing the political security situation of agencies, units, enterprises and localities.
"For units and enterprises that owe union funds in large sums and have been in debt for many years, we have sent notices to enterprises. At the same time, they directly worked with business leaders to propagate and require business owners to strictly comply with the payment of union fees according to regulations. There are businesses that have strictly complied after being informed. However, there are still some businesses that have not complied" - Mr. Hung said.
According to Mr. Hung, for trade unions, the 2% funding source is very important to perform well the functions of the organization, care for and protect the legitimate interests of union members and workers, helping them feel secure in their work and production, and trust in the leadership of the Party and the State.
"However, many enterprises are currently deliberately not paying 2% of the union fund according to current law, causing difficulties for trade union organizations in organizing activities and taking care of employees at the grassroots level" - Mr. Hung shared.
