Simplify procedures
Mr. Nguyen Viet Dung, Director of Thua Thien - Hue Provincial Social Insurance, said that the application of information technology, digital transformation, and implementation of the Government's Project 06 are identified as the key and continuous tasks of the provincial Social Insurance.
In order to accelerate the completion of the connection between the National Insurance Database (NBS) with the National Population Database according to the work program of Vietnam Social Security, the Provincial Social Security coordinated with the Provincial Police to review and verify to clean up the information of participants in social insurance, health insurance, and voluntary social insurance. As of September 30, 2024, Thua Thien - Hue Provincial Social Security had correctly verified with the National Population Database the number of 1,147,206 out of the total number of participants in social insurance and health insurance of 1,115,603, reaching 99.27%;
Regarding the connection between Birth Registration - Permanent Residence Registration - Issuance of Health Insurance Cards for children under 6 years old, as of September 30, 2024, the Provincial Social Insurance has received and processed 8,310 records. Up to now, all health insurance examination and treatment facilities in the province have deployed medical examination and treatment using chip-embedded citizen identification cards (CCCD), with 781,692 times of looking up health insurance information via CCCD, serving medical examination and treatment procedures, bringing many practical benefits to help simplify procedures, save time for both patients and medical staff, and the Social Insurance agency also saves costs in printing and issuing health insurance cards.
In addition, the insurance industry continues to upgrade and effectively deploy the VssID application - digital social insurance; at the same time, deploy connection and integration of electronic identification accounts (VNeID) on the VssID application of Vietnam Social Security. Up to now, at the provincial Social Security, the number of people participating in social insurance, health insurance, and unemployment insurance who have installed VssID is 402,389, reaching 34.82%.
Still difficult
According to Thua Thien - Hue Social Insurance, in addition to many achievements, the implementation of Project 06 still faces many difficulties. The installation of VssID is still limited although the number of people participating in health insurance is very large, but the number of people and the installation rate are still low.
The reason is that the Internet network system has not covered 100% of households, so people in these areas find it difficult to download, install and use the VssID application. Some medical examination and treatment units still have difficulties in the wifi network system and CCCD scanners for receiving medical examination and treatment.
Up to this point, the whole province still has 1.12% of the number of ID cards that have not been synchronized with the insurance database, because in some cases the police searched and returned results that could not find information. The main reason is that the identification number does not exist in the National Population Database, there is no information about the people; for the group of workers participating in compulsory social insurance, there is still a situation of not adjusting the information on the social insurance book and health insurance card.
Most people are hesitant about information technology applications, leading to a fear of losing money and losing their cards, so they are not interested in receiving pensions and social insurance benefits through ATM accounts.
In the coming time, the provincial Social Insurance will continue to promote the payment of pensions, social insurance benefits, and unemployment benefits without cash through the banking system. At the same time, coordinate with the Employment Service Center and employers in the province to guide employees to declare account information to receive benefits through their personal accounts right from the time of making a request for social insurance benefits and unemployment benefits, in order to increase the rate of non-cash payments.
