Nearly 50 union officials in the Southern region attended the Conference to provide comments on the draft Law amending and supplementing a number of articles of the Law on Health Insurance organized by the Vietnam General Confederation of Labor on the morning of October 11 in Ho Chi Minh City.
Mr. Doan Quoc Dan - Department of Health Insurance, Ministry of Health - said that after 15 years of implementing the 2008 Health Insurance Law, up to now, 93.35% of the population has participated in health insurance. In 2022, health insurance revenue reached 113.8 trillion VND, in 2023 it was 121 trillion VND and expenditure was 124 trillion VND. However, health insurance revenue still ensures health insurance expenditure, because the above amount of 121 trillion VND does not include the 5% amount for the 2024 expenditure reserve and currently the Health Insurance Fund is managing about 50,000 billion VND and spending on health insurance fund management is about 5,000 billion VND/year.
According to Mr. Dan, in 2023, there will be about 174 million people having health insurance examinations and treatments, equivalent to one person having health insurance examinations and treatments 1.7 times a year. Health insurance examination and treatment benefits are relatively comprehensive and increasingly expanding, the quality of health insurance examinations and treatments is increasingly improved, meeting the increasingly better needs of patients with health insurance cards.
Mr. Dan also said that the goal of amending the law is to synchronize with the Law on Medical Examination and Treatment 2023, the Law on Social Insurance 2024 and to resolve some urgent problems and shortcomings, achieving high consensus to effectively implement the health insurance policy.
At the same time, strengthen the management and effective use of the health insurance fund, create fairness and convenience for the provision and use of health insurance examination and treatment services; improve the efficiency of grassroots health care activities, pay attention to primary health care, contribute to comprehensive management of people's health...
The scope of this amendment focuses on a number of benefit areas to suit professional requirements, health insurance benefits in some cases, initial registration for health insurance examination and treatment, adjustment of health insurance fund management costs to increase direct expenditure for health insurance examination and treatment; mechanism for controlling health insurance examination and treatment costs; and payment methods for health insurance examination and treatment costs.
