According to the Quang Ninh Provincial Federation of Labor, from 2023 to present, the majority of workers, civil servants, and laborers have improved income, large enterprises remain stable; the average income in 2024 will reach 12.7 million VND.
However, the improvement in income is mainly due to the increase in regional minimum wages and basic wages according to Decree No. 24/2023/ND-CP, regulating the basic salary for cadres, civil servants, public employees and armed forces; Decree No. 38/2022/ND-CP dated June 12, 2022 and Decree No. 74/2024/ND-CP dated June 30, 2024 of the Government, regulating the minimum wage for employees working under labor contracts.
In particular, the private enterprise sector has an average income of 7.5 - 9.5 million/person/month; the FDI enterprise sector has 9.1 - 9.8 million/person/month; the 100% state-owned enterprise sector has 10.3 - 16.7 million/person/month; the enterprise sector has shares and capital contributions controlled by the State about 11.9 million/person/month.
The average income of workers in the Coal industry is still at the top, at about 17.5 million/person/month, an increase of about 9% compared to 2023.

According to the Vietnam Coal and Mineral Industries Group (TKV), in 2024, the average annual salary of the entire Group will reach 17.95 million VND/person/month, an increase of 9.2% compared to the plan and an increase of 1.1% compared to 2023; of which the average income of the underground coal industry is 20.5 million VND/person/month.
The number of high-income miners - from VND300 million/person/year or more of TKV - has reached about 15,000 people. Of which, hundreds of workers have an income of 400 - 500 million VND/person/year. In particular, there is a miner with an income of over 700 million VND/year.
According to TKV Trade Union, the number of TKV miners with high incomes has continuously increased sharply in recent years due to increased output and increased bonuses. In particular, the increase in output is due to investment in improving technology, machinery, mining equipment, transportation, etc., which both helps to unleash labor and ensure safety for workers.
According to the Quang Ninh Provincial Statistics Office, the tourism sector - one of the spearhead economic sectors of Quang Ninh - has not yet surveyed the average income of workers in this sector.
However, people working in the tourism and service sector said that the income of tourism and service workers in Quang Ninh is not high, especially employees working in hotels, on day tour boats (hour tour boats).
Sharing with Lao Dong Newspaper, some cruise ship owners said that because there are too many ships, the price of renting a boat is quite cheap - an average of only 2-3 million VND/trip for 4-6 hours - so they cannot pay the crew members high.
The same goes for staff in hotels, especially in 3-4 star hotels and below, with very low incomes, due to the large number of hotels leading to price reduction races, not to mention operating at full capacity only for a few days in the summer.
