Handling responsibility must wait for... inspection conclusion
Regarding the case of the collective of teachers of Canh Thuan Boarding Secondary School (Van Canh district) being owed salaries and benefits for a long time, at many meetings, Secretary of Binh Dinh Provincial Party Committee Ho Quoc Dung and Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan repeatedly directed the Chairman of Van Canh District People's Committee to promptly resolve salaries and benefits for teachers, and at the same time handle the responsibilities of related individuals and groups.
However, since the most recent direction of Binh Dinh Provincial Party Secretary Ho Quoc Dung (at the 17th Session of the 13th Binh Dinh Provincial People's Council, term 2021-2026 on July 12), more than 2 months have passed, but no individual or organization has been held accountable for the case of unpaid salaries and benefits for teachers in Van Canh.
At a meeting with Lao Dong Newspaper reporters on September 17, Van Canh District Inspectorate said that it had determined the responsibilities of individuals and groups involved in the situation of unpaid overtime teaching allowances for the 2022-2023 school year, but could not handle it immediately.
The reason is that at the same time as handling the teachers' petitions, the Van Canh District Inspectorate is conducting a financial and budgetary inspection of Canh Thuan Boarding Secondary School (Canh Thuan School) for the period 2019-2022 (the inspection period is 30 days), so when the inspection conclusion is available, the district will combine to handle the responsibilities of the individuals and collectives involved "as a whole".
Responding further to the handling of responsibilities of related individuals and groups, Mr. Luong Dinh Tien - Chairman of Van Canh District People's Committee said that it is impossible to handle immediately. Because the handling of violations must wait for the conclusion of the inspection and must be carried out according to the correct procedure.
"The provincial leaders have given such instructions, but the district must carry out the process correctly to avoid the situation where petitions arise after processing, so it cannot be handled "overnight"," said Mr. Luong Dinh Tien.
During this working session, Mr. Pham Minh Chan - Head of the Department of Education and Training of Van Canh district also took responsibility for the debt of overtime teaching allowances of teachers in the district.
The primary responsibility lies with the school.
Regarding the method of calculating overtime pay, Van Canh District Inspectorate also stated that Canh Thuan School converted it into teaching hours to calculate the reduction in standards and calculate overtime pay for some inappropriate cases of teachers.
In many cases, there is no written confirmation from the competent authority about the lack of teachers, but the school still assigns teaching hours exceeding the required number of hours in the school year, in order to pay for overtime.
Typical cases are Mr. Nguyen Thanh T (teaching 100 extra periods), Ms. Duong Thi Ngoc L (teaching 105 extra periods) and Ms. Pham Thi Nh (teaching 67 extra periods).
The Inspectorate of Van Canh district clearly determined that the main responsibility for the prolonged debt of overtime teaching allowances for the 2022-2023 school year lies with the Board of Directors of Canh Thuan School, headed by Principal Tran Duy Kha; at the time the debt of overtime teaching allowances occurred, Canh Thuan School was still under the management of the district's Department of Education and Training and had not yet been handed over to the district People's Committee.
Regarding the assignment of teachers to teach extra hours in the 2022-2023 school year at Canh Thuan School, Mr. Pham Minh Chan said that Canh Thuan School did it on its own, without reporting in detail to the District Department of Education and Training as prescribed.
Regarding the continuously fluctuating overtime payment (from 315 million VND to more than 66 million VND), Chairman of Van Canh District People's Committee Luong Dinh Tien and Inspector of Van Canh District share the same opinion that Truong Canh Thuan self-adjusts, balances budget and expenditures.
For the remaining advance payment (about 149 million VND) after payment, Truong Canh Thuan will return it to the district budget.
