On June 17, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor signed and issued plan No. 237/KH-TLD to implement the emulation movement "The whole country competes in innovation and digital transformation" and " digitization of the people" in all levels of trade unions.
The plan was issued to successfully implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development, in response to the Movement "The whole country competes in innovation and digital transformation" launched by the Prime Minister and the Movement "digital education in the people" launched by the Central Steering Committee on science, technology, innovation and digital transformation development.
The Vietnam General Confederation of Labor requires the organization of the Emulation Movement as an important task that needs to be implemented regularly and extensively among union members and trade unions at all levels with flexible, appropriate and easy-to-implement methods; with specific goals and practical content. Combining the emulation contents of the Movement "Innovation, creativity, efficiency in trade union activities" with the contents of the Movement "The whole country competes in innovation and digital transformation", " digitization of education" ensures compliance with practical conditions and requirements in the new period.
Along with that, promptly discover, commend, reward and disseminate, replicate advanced models, good people, good deeds, outstanding new models, creative and effective ways of doing things in the emulation movement.
The emulation period is divided into 2 stages: From 2025 - 2027 and from 2028 - 2030.
In the period of 2025 - 2027, the plan sets a target: 100% of full-time union officials are trained, equipped with skills, have knowledge of digital transformation, and use digital platforms well to serve their work.
100% of documents, papers, and data of the Trade Union organization are processed and stored on a digital platform (except for documents under confidentiality regime).
100% of grassroots trade unions have organized in response to the Emulation Movement and have implementation plans and specific targets.
80% or more of grassroots trade unions have at least one model of digital technology application and innovation in trade union activities.
80% or more of union members and workers are disseminated, trained, and trained in basic knowledge of digital technology and digital skills, and use smart devices to serve production and business, and improve labor productivity. 80% of collective labor agreements have content on digital transformation training for union members and workers.
In the period of 2028 - 2030, the plan sets a target: 100% of full-time union officials are trained, equipped with skills and proficient in using artificial intelligence (AI) to serve their work; 100% of processes and procedures of trade unions at all levels are connected and processed online on digital platforms.
100% of grassroots trade unions have at least 2 models of applying digital technology and innovation in trade union activities.
100% of collective labor agreements have content on digital transformation training for union members and workers.
100% of union members and workers are trained, coached, updated with knowledge of digital technology, digital skills, and proficient in using smart devices to serve production, business, and improve labor productivity.
To synchronously and effectively implement solutions, ensuring the completion of the set goals, targets and emulation contents, the Vietnam General Confederation of Labor directs trade unions at all levels to focus on a number of solutions, including immediately implementing emulation movements with specific contents and criteria, suitable for each group of subjects, field of work, associated with task requirements and practical situations in localities, sectors, units and enterprises; developing specific emulation criteria suitable for striving. Bring the content of this emulation movement into the annual emulation launch.
Along with that, develop a digital skills training program for union officials and regulate the responsibilities of union leaders at all levels in innovation and digital transformation associated with the direct direction of leaders; regularly organize training, fostering, improving qualifications and understanding of science and technology, digital transformation for union members and workers.
There is a policy of prioritizing the recruitment of personnel with capacity and experience in science and technology; there are appropriate incentives for cadres performing digital transformation tasks in trade union agencies.
