The Congress was attended by Mr. To Xuan Thao - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Quang Ninh Provincial Federation of Labor; Mr. Bui Hoang Giang - Secretary of the Yen Tu Ward Party Committee; along with leaders of Party committees, authorities, the Vietnam Fatherland Front, organizations and 100 official delegates representing more than 2,000 union members and workers in the area.
In the period of 2023-2025, the Ward Union has promoted its role as a representative and protection of the legitimate rights and interests of union members and workers; coordinated the implementation of regimes and policies, ensured social security and union members' welfare.
100% of administrative agencies and units organize conferences for cadres, civil servants and public employees; 87% of enterprises organize conferences for workers and periodic dialogues; 66.7% of enterprises have collective labor agreements with more beneficial provisions for workers.

The work of caring for and supporting union members has been effectively implemented through the programs "Union member welfare", "Tet Sum vay", "Worker's month" with a total budget of more than 1.2 billion VND. After Typhoon Yagi alone, the union supported 235 gifts worth 250 million VND.
The work of developing union members and building trade union organizations is focused on: establishing 7 new grassroots trade unions, admitting 321 union members, introducing 78 outstanding union members to the Party for consideration of admission.

Speaking at the Congress, Mr. To Xuan Thao and Mr. Bui Hoang Giang acknowledged and praised the comprehensive results achieved by the Ward Trade Union in recent times; suggested that the new Executive Committee continue to innovate the working methods, closely following the direction of the Provincial Federation of Labor and the Ward Party Committee; promote the role of representing, caring for, and protecting the rights of workers; promote the "Union Shelter" program, improve the quality of collective labor agreements and apply digital technology in activities.
The Congress agreed on the goal for the 2025-2030 term: "Promoting the tradition of discipline and Unity, building a strong, innovative, professional and effective Yen Tu Ward Trade Union; caring for and protecting the legitimate and legal rights and interests of union members and workers".
Specific targets include: developing at least 350 new union members, establishing trade unions at 100% of qualified enterprises, 85% of enterprises with collective labor agreements.

The Congress announced the decision to appoint the Executive Committee, Inspection Committee of the Ward Trade Union, term I, 20252030; Mr. Vu Duc Quyen was elected to hold the position of Chairman of the Ward Trade Union for the new term.
On this occasion, two outstanding union officials received the Commemorative Medal "For the cause of building the Vietnam Trade Union organization".
