Political Commissar of the Commune-level Military Command who meets the conditions on working time will receive seniority allowances according to regulations.

Clause 4, Article 33 of the 2019 Law on Militia and Self-Defense Forces stipulates as follows:

4. Commanders, Political Commissars, Deputy Commanders, Deputy Political Commissars of the Commune-level Military Command with a working period of 60 months or more are entitled to seniority allowances.

Accordingly, Politburo members of the Commune-level Military Command with a working period of 60 months or more are entitled to seniority allowances.

Decree No. 220/2025/ND-CP (effective from August 7, 2025) amends and supplements a number of articles of a number of Decrees in the fields of national defense and military when organizing local governments at two levels.

Clause 5, Article 5 of Decree 220/2025/ND-CP stipulates the amendment of the articles' names and amending and supplementing Clause 1, Clause 2, Clause 3, Article 10 of Decree No. 72/2020/ND-CP, amended in Clause 3, Article 1 of Decree No. 16/2025/ND-CP as follows:

Article 10. Seniority allowance regime for command and assistant positions of the Commune-level Military Command:

1. Commanders, Political Commissars, Deputy Commanders, Deputy Political Commissars, and assistants of Commune-level Military Commands with a working period of 60 months or more are entitled to seniority allowances. The allowance level is as follows: After 5 years (fully 60 months) of work, seniority allowance is equal to 5% of current salary and position allowance, seniority allowance exceeding the framework (if any) or current monthly allowance; from the sixth year onwards, each year (fully 12 months) is calculated by 1%.

According to the provisions of the 2019 Law on Militia and Self-Defense Forces, a Political Commissar of the Commune-level Military Command is a command position of the Commune-level Military Command.
