The Ministry of National Defense issued Circular No. 63/2025/TT-BQP detailing and guiding the implementation of a number of articles of the Law on Health Insurance for the People's Army, the People's Public Security and people working in secret service.
Accordingly, Circular 63/2025/TT-BQP stipulates health insurance cards; scope and level of health insurance benefits; medical examination and treatment under health insurance in some cases; health insurance contracts.
The Circular also stipulates the making of estimates, management and use of initial health care funds at military medical units, health agencies; payment methods and the application of health insurance examination and treatment cost payment methods;
Direct payment of medical examination and treatment costs between social insurance agencies and health insurance participants; payment of medical examination and treatment costs under health insurance at medical examination and treatment facilities in border areas, islands, and especially disadvantaged villages;
Allocate and manage health insurance revenue; manage and use the military health insurance fund for medical examination and treatment.
Circular 63/2025/TT-BQP applies to the following subjects:
1. People's Army officers, professional soldiers on active duty.
2. Sub-officers and soldiers of the People's Army on active duty; military students receiving living allowances are Vietnamese.
3. Students who have been trained as reserve officers for 03 months or more have not participated in social insurance or health insurance.
4. Military students receiving living allowances are foreigners.
5. People working in cryptography receive the same salary as soldiers working at the Government Cipher Committee.
6. Primary students receiving living allowances are Vietnamese.
7. The basic students receiving living expenses are foreigners.
8. Medical examination and treatment facilities under the Ministry of National Defense; relevant agencies, units and individuals.
Regarding the health insurance benefit level, the Circular clearly states that the above-mentioned subjects when going to medical examination and treatment facilities for medical examination and treatment under health insurance will be paid by the health insurance fund for medical examination and treatment costs according to the prescribed benefit level.
In case the above subjects go to the hospital for examination and treatment as required, the health insurance fund will pay the cost of medical examination and treatment within the prescribed scope.
The difference between the cost of medical examination and treatment services as required and the cost paid by the health insurance fund paid by patients to medical examination and treatment facilities.
The health insurance fund also pays transportation costs for facilities providing patient transportation services according to the transportation service price approved by competent authorities.
This Circular takes effect from July 1, 2025.
