Article 46 of Decree 170/2025/ND-CP (effective from July 1, 2025) stipulates that the civil servant rotation process includes 5 steps as follows:
- Step 1: Propose a policy:
Based on the need for rotation of civil servants in leadership and management positions of competent authorities, the agency advising on organizations and cadres will review and evaluate the team of civil servants in leadership and management positions of agencies and organizations; develop a rotation plan to submit to competent authorities for consideration and approval.
- Step 2. Proposal for rotated personnel:
Based on the policy of competent authorities, the agency advising on the work of organizing cadres shall notify relevant localities, agencies and organizations to propose personnel for rotation.
- Step 3: Prepare rotated personnel:
+ Agencies and departments advise on organizations, cadres, synthesize proposals of localities, agencies, organizations, and units; conduct a review of standards, criteria, and expected locations, titles, and personnel for rotation;
+ The agency or department advising on the organization, cadres or competent authority shall send a document to collect comments and assessments on the personnel expected to be transferred by the Party Committee and the agency, organization or unit employing the civil servant regarding moral qualities, lifestyle, working capacity, prestige, working process and advantages and disadvantages according to Party regulations; have conclusions on political standards according to Party regulations, report to the competent authority for consideration and decision on cadre transfer.
- Step 4: Talking with relevant agencies and civil servants expected to be transferred:
+ Advisory agencies on personnel organization send documents to collect appraisal opinions from relevant agencies, discuss with destination and destination about expected locations, titles and personnel rotation; synthesize appraisal results of relevant agencies;
+ Organize meetings with rotated civil servants to disseminate the purpose and requirements of rotation; grasp the thoughts, aspirations and determine responsibilities for rotated civil servants.
- Step 5: Organize rotation:
+ Agencies and departments advising on organizations and cadres must submit to competent authorities for consideration and decision on rotation;
+ The competent authority leads and directs the organization of the implementation of the rotation decision;
+ The competent authority coordinates with relevant agencies to organize inspections, supervision, handling of violations, management, evaluation, and comments on civil servants on the rotation period;
+ The destination agency coordinates with relevant agencies to assign, arrange and implement policies for civil servants after rotation, and submit them to competent authorities for consideration and decision.
