Currently, the classification of civil servant job positions is stipulated in Article 5 of Decree 62/2020/ND-CP.
1- Classify by workload: Job position assigned by one person; Job position assigned by many people; Co-ops position.
2- Classify according to the nature and content of the work: Leadership and management job position; Specialized professional job position; Joint-use professional job position (finance, planning and investment, inspection, legalization, international cooperation, cadre organization, emulation and reward, office and some other specific job positions); Support and service job position.
Recently, Article 11 of the Draft Law on Cadres and Civil Servants (amended) proposed on job positions and job classification of cadres and civil servants. Accordingly, there are 2 options for job positions:
Option 1: Job position is the name to determine the tasks of a specific job associated with the professional title or leadership and management position, built on the basis of functions, tasks and organizational structure of the agency, organization, unit, as the basis for recruiting, using, and managing the team.
Option 2: Job position is the name of the professional and technical civil servant title or leadership and management position, associated with work and position in the agency, organization, unit, tasks, responsibilities, authority and specific results and products.
Compared to the present, the Draft also proposes to classify civil servant positions based on the above 4 positions instead of classifying them into 7 positions based on workload and nature and content of work.
