Thien Huong Ward Trade Union was established under Decision No. 761/QD-LDLD, dated June 30, 2025 of the City Labor Federation, assigned to monitor and manage 70 grassroots trade unions with 10,212 union members. Labor relations are basically stable, businesses ensure jobs and income for workers with an average of 9.2 million VND/person/month. From July 2025 to present, there have been no strikes, collective work stoppages, or work accidents in the area.

Implementing Resolution 28 of the Hai Phong City Party Committee and the Program for developing union members and establishing grassroots unions, the Ward Union conducted a review, propaganda, and mobilized the establishment of 2 new grassroots unions and developed 350 new union members.
With the spirit of "Solidarity - Democracy - Discipline - Innovation - Development", for the 2025-2030 term, the Thien Huong Ward Labor Union strives to have 80% or more of union members and workers receive legal propaganda, dissemination and education each year. Each grassroots union is eligible to introduce at least 1 outstanding union member for the Party to consider, train and admit. 85% or more of enterprises and non-public service units implement grassroots democracy regulations; 80% or more of grassroots trade unions complete tasks well or better.
Regarding the term targets, the ward union set out 8 targets to strive to achieve. In particular, propagating to mobilize and develop 500-700 new union members, establish 8-10 new grassroots unions, and introduce at least 100-150 outstanding union members for the Party to consider, train, and admit.
The ward union completed 100% of the city's assigned targets to coordinate in urging union financial obligations, product works, and collective labor agreements. The Congress also approved the draft political report, directions and tasks for the 2025-2030 term, the report on synthesizing comments on the draft political report submitted to the first City Trade Union Congress and the report on synthesizing comments on the Trade Union Charter (amended and supplemented).
At the congress, the City Labor Federation announced the decision to appoint the Executive Committee, Standing Committee, Inspection Committee of the Ward Trade Union and key positions. Ms. Hoang Thi Hue continues to hold the position of Chairwoman of the Thien Huong Ward Trade Union.
