Mr. Ha Chi Dung (born in 1974) is currently Deputy Director of MobiFone Central Network Center, MobiFone Telecommunications Corporation (People's Public Security Trade Union).
Having been with MobiFone since August 1996, Mr. Dung has held many positions, from specialist to shift manager, operator of the September 1st Da Nang Station (region III Mobile Information Center); Deputy Station, Head of September 3rd Da Nang Station; Head of the Station - Mobile Information Center Region III; Head of the Technical Department of the MobiFone Central Network Center; Head of the Outline Department of the MobiFone Central Network Center; Deputy Director of the MobiFone Central Network Center.
Mr. Dung shared that not only him personally, but all officers and employees of MobiFone always identify ensuring the quality of service experience for customers as a core, continuous task. This task requires continuity, regularity and accuracy, because coverage quality not only serves the communication and data needs of customers but also has a special importance in maintaining communication to serve economic, political and social management at all levels.
However, in reality, in the past, quality control was only based on periodic measurements with low frequency, on average once a year, due to limitations in resources and funding. Meanwhile, the advanced GeoLocation system invested by MobiFone Corporation is capable of reflecting the actual wave quality of customers' use, but there are still certain limitations, not fully exploiting the potential. It is the urge to find a better, more comprehensive and more effective way to manage network quality that has led to the launch of the initiative " machine Learning application on big data Geolocation to automatically assess the coverage of the route and identify weak waves", Mr. Ha Chi Dung shared.

This initiative of Mr. Dung and his colleagues has been officially applied since May 2024 across 12 provinces under the management of the Central Network Center and can be applied to all provinces and cities nationwide.
The solution not only automates the assessment of the quality of road coverage to each commune and ward but also accurately zoning weak points, creating a "black spot" database focused on the entire center - this data directly serves planning and optimizing the network, said Mr. Dung.
According to Mr. Dung, the initiative is applied to help save an average of 500 million VND/year in road inspection costs. More importantly, the initiative also helps improve the ability to effectively control the quality provided to customers continuously and regularly, contributing to affirming MobiFone's commitment to providing stable and reliable services for both people's needs and social tasks.
The initial process, the biggest difficulty that Mr. Dung and his colleagues encountered was the huge, complex and scattered Geolocation data volume, requiring both enriching data and building a spatial processing algorithm combining road maps, administrative boundaries and coverage areas. The group of authors mainly comes from the electronics and telecommunications industry, so mastering data science tools, machine learning techniques, and algorithms is a challenge.
However, we have great advantages from the timely guidance and support of professional leaders; support from grassroots trade unions; close coordination of colleagues and planning, optimization, information technology, and data analysis departments. Especially the GeoLocation system platform - a valuable source of data if exploited properly. It is this resonance that has helped us overcome difficulties, turning ideas into valuable real products, said Mr. Dung.
According to Mr. Dung, the implementation of the initiative, the companionship and close support of professional leaders and trade unions are a great source of motivation. He hopes that MobiFone Corporation will continue to maintain and expand this support; at the same time, launch more emulation movements, replicate effective initiatives, and promptly reward pioneering individuals and groups.
