According to Decree 33/2023/ND-CP, part-time workers at the commune, village and residential group level who are entitled to receive monthly allowances include Party cell secretary, village chief or residential group leader, head of the Front Working Committee.
In addition, according to Clause 2, Article 4 of Circular 04/2012/TT-BNV (amended by Clause 2, Article 1 of Circular 14/2018/TT-BNV), the Deputy Head of the Village is the position elected in case of necessity. This means that if not necessary, each village will only have a Village Chief.
Thus, the Deputy Head of the Village is not one of the three positions of a full-time worker in the Village, so he/she does not receive a monthly allowance. However, they will receive subsidies for subjects directly participating in activities in the village (Clause 7, Article 33 of Decree 33/2023/ND-CP)
The allowance level of the Deputy Head of the Village will be submitted by the Provincial People's Committee to the People's Council at the same level based on the allowance fund allocated by the Central budget for each village, the funding source for salary reform of the locality and the characteristics of each village.
Regarding the number of Deputy Village Heads, Article 4 of Circular 04/2012/TT-BNV (amended by Clause 2, Article 1 of Circular 14/2018/TT-BNV) stipulates as follows:
Organization of villages and residential groups
1. Each village has a Village Chief; each residential group has a Residential Group Chief. If necessary, there will be 1 Deputy Head of the Village and 1 Deputy Head of the Residential Group.
2. The Deputy Head of the Village and Deputy Head of the Residential Group are selected by the Village Head and Head of the Residential Group after agreeing with the Head of the Village and Residential Group Front Working Committee; The People's Committee at the commune level decides to recognize the Deputy Head of the Village and Deputy Head of the Residential Group.
Thus, according to current regulations, each village has a Village chief each residential group has a Residential Group Chief. If necessary, there will be 1 Deputy Head of the Village and 1 Deputy Head of the Residential Group.
