In the context of the socio-economic development, protecting the rights of workers has become increasingly important, especially in enterprises in Quang Binh province.
To achieve this, collective labor agreements (CLAs) play an important role, ensuring harmony in labor relations between employers and employees.
However, the implementation of the Collective Labor Agreement still faces many difficulties and limitations, requiring solutions to enhance the role of trade unions at all levels in the process of negotiating, signing and implementing the Collective Labor Agreement.
In the period from 2021 to 2024, many enterprises in Quang Binh province have implemented dialogue, negotiation and signing of collective labor agreements. However, the results achieved were inconsistent.
According to the report, the number of signed collective labor agreements is increasing, with 205 signed by the end of 2024, of which 99 are of type A and B, accounting for 48.4%. This shows an improvement in the quality of collective labor agreements, especially those that have paid full attention to improving working conditions for employees.
However, there are still some businesses, especially small and medium-sized enterprises, that do not really pay attention to collective bargaining, leading to the CLAs mainly copying the law or lacking provisions beneficial to employees.
This not only reduces the effectiveness of protecting workers' rights but also affects the sustainable development of businesses.
To enhance the role of trade unions in negotiating and signing collective labor agreements, it is necessary to implement synchronous solutions from strengthening training of trade union officials to improving the dialogue process.
Specifically, trade unions need to collect and listen to opinions from workers, grasp issues that they are interested in such as wages, benefits, labor safety and vocational training.
In addition, trade unions need to proactively participate in the collective bargaining process from the beginning, ensure the rights of employees in the terms of the Collective Labor Agreement, and avoid copying the provisions in the law without making adjustments in accordance with the business reality.
At the same time, trade unions also need to improve coordination with competent authorities to carry out inspection and supervision activities on the implementation of collective labor agreements in enterprises.
An indispensable factor in this process is the support from authorities and businesses at all levels. The government needs to create a favorable legal environment for trade unions to perform the function of protecting the rights of workers.
Enterprises, from the employer's side, also need to recognize the role of trade unions in maintaining harmonious and stable labor relations.
