The Vietnamese working class has promoted its pioneering role.
In his opening speech at the workshop, Prof. Dr. Nguyen Xuan Thang affirmed that the Vietnamese working class has promoted its pioneering role in the cause of building socialism, the leading force in the cause of industrialization and modernization of the country, the core in the alliance with the peasantry and intellectuals under the leadership of the Party, building the great national unity bloc.
The historical mission of the Vietnamese GCCN in the Doi Moi period is to achieve two 100-year strategic goals: By 2030, the 100th anniversary of the Party's founding, to become a developing country with modern industry and high average income; and by 2045, the 100th anniversary of the country's founding, to become a developed country with high income.
In the socialist-oriented market economy, the Vietnamese working class plays a leading role in the cause of industrialization, modernization, innovation, and creativity, making worthy contributions to the cause of innovation, integration, and development of the country.
In her presentation on the achievements in carrying out the historical mission of the GCCN in economic content, Dr. Pham Thi Hoang Ha - Director of the Institute of Scientific Socialism (Ho Chi Minh National Academy of Politics) - said that in recent years, the level of GCCN in Vietnam has changed positively.
Workers in enterprises have a fairly high level of education (100% are literate, 80% have junior high school and high school degrees); 37% of the labor force in our country has received training, of which 25% have received vocational training. The proportion of laborers who have received vocational training is 55%, of which vocational colleges and intermediate vocational schools account for about 20-25%.
Intellectual workers will be the main and core part of the modern industrial sector. The development from simple laborers to intellectual workers has become a common trend of development and social progress. This is a part that plays an important role in the economic development process in the integration period; contributing to improving the quality, ensuring the historical mission of the Vietnamese industrial sector.
No organization can replace the Vietnam Trade Union for GCCN
Associate Professor, Dr. Duong Van Sao - former member of the Presidium of the Vietnam General Confederation of Labor, former Principal of the Trade Union University - affirmed that no organization can replace the Vietnam Trade Union organization for GCCN.
Associate Professor, Dr. Duong Van Sao suggested that it is necessary to pay attention to and consolidate the position of the trade union organization. There must be regular and continuous attention from the Party to the trade union organization. Mechanisms and policies for building the GCCN must be institutionalized and implemented synchronously. In particular, it is necessary to have a strong enough trade union organization, with a team of trade union officials with sufficient qualifications, capacity and skills to meet practical requirements.
Also at the Workshop, delegates frankly pointed out the limitations and difficulties in building a modern and strong GCCN.
Ms. Nguyen Thi Kim Loan - Member of the Presidium of the Vietnam General Confederation of Labor, President of the Binh Duong Provincial Confederation of Labor - said that the province currently has about 1.3 million workers, of which approximately 80% are workers from other provinces. The fact that the union has only 98 employees but manages 800,000 union members is a huge difficulty for the provincial union. Meanwhile, because the workers are mainly from other provinces, it is necessary to meet their material and spiritual needs.
From reality, Ms. Loan suggested that there should be more staff for the Union because it is currently overloaded with work. For social housing, there should be a suitable interest rate policy so that workers can have a place to live...
Also from reality, Ms. Pham Thi Thanh Tam - President of Vietnam Textile and Garment Trade Union shared that the digital transformation process will be able to reduce the number of workers in the industry and the risks of job instability, so it requires workers to have higher skills.
Another reality is that there are still shortcomings in minimum wages, retirement age, and policies on daycare for workers' children; there are policies to support skills for workers, but workers have difficulty accessing them... Therefore, one of the wishes of the Textile and Garment industry is to prioritize bringing factories back to the locality to develop the locality and solve on-site employment; support policies for workers need to focus on social security, training and development to help workers access and adapt to new requirements...
Prof. Dr. Nguyen Xuan Thang: Vietnam Trade Union has made positive contributions to the work of building a modern and strong working class. Vietnam Trade Union is a large political and social organization of workers and employees, established on a voluntary basis, a member of the political system, under the leadership of the Communist Party of Vietnam, representing workers. Trade Unions, together with State agencies, economic organizations, and social organizations, care for and protect the legitimate rights and interests of workers. Trade Unions directly participate in formulating policies related to workers and laborers; participate in propagating and mobilizing workers to implement the policies and guidelines of the Party and State; participate in training, fostering, and practically caring for workers' lives, accompanying the Government to improve national competitiveness and sustainable development of the country. The growth of Vietnam Trade Unions reflects the maturity process of Vietnam Trade Unions.
President of the Vietnam General Confederation of Labor Nguyen Dinh Khang: The Vietnam General Confederation of Labor hopes that the results of the Workshop will be the basis and premise for the Ho Chi Minh National Academy of Politics and the Central Theoretical Council - the two leading centers for political theory research of the Party, to continue to consolidate and develop new and profound theoretical issues on the Vietnamese working class; as well as the role of trade union organizations in the work of building the Vietnamese working class in the period of promoting industrialization, modernization of the country and comprehensive and increasingly deep international economic integration; at the same time, propose solutions to contribute to the successful implementation of the task of building the working class by 2030 and the vision to 2045 set out in the documents of the 13th National Party Congress; at the same time, provide information and documents to serve the construction of the Draft Documents of the 14th National Party Congress.
Prof. Dr. Ta Ngoc Tan: Propose to strengthen the leadership of the Party and the State's attention to the working class; issue a new resolution on building a modern and strong working class as a premise for building the Strategy for Developing the Vietnamese Working Class to 2030, with a vision to 2045, especially building a contingent of intellectual workers; maintain and strengthen the nature of the Party's working class, which must go hand in hand with building a clean and strong political system, enhancing the effectiveness and efficiency of the socialist rule-of-law State, promoting the role of the Vietnam Fatherland Front and people's organizations; have solutions to combat and refute erroneous views that deny the role and historical mission of the working class; firmly adhere to the goals and ideals of national independence and socialism, striving for a rich people, a strong country, democracy, fairness and civilization.
