Joy from warm homes
The joy filled the new house of Mr. Nguyen Van Vy, 42 years old, residing in Dien Khanh village, My Thuy commune, Quang Tri province. Recently, the local government organized a ceremony to give him the key to the great solidarity house, a meaningful gift that helped his life turn a new page.
Since childhood, Mr. Vy has been unlucky because his legs were disabled, his health was poor, and he could not do anything for long. At one point, he tried to leave his hometown to the South to work as a garment worker, hoping to have a stable income, but a few years later he had to return because his job was too much. When he returned home, he only dared to take on light things, helping his sisters and the surrounding people. Because of his inferiority complex, Mr. Vy lived a quiet life, not daring to think about getting married or having a proper home.
On rainy and windy days, seeing the old, dilapidated house of his family, he saw even more the hardship surrounding him. He still wished to have a solid house so that he would not worry about the rainy season, but that dream seemed too far away to him.
In November 2024, when the local government announced that he was eligible for support to build a new house, the joy came to him and the entire small village. Everyone joined hands to contribute, some supported loans, some contributed working days. From the support of 110 million VND from the temporary house removal program, Mr. Vy boldly borrowed an additional 170 million VND to build a spacious house on the land left by his parents.
After 4 months of construction, the spacious, clean level 4 house has been completed, with all the necessary amenities. The special thing is that the project has a solid upper attic to prevent floods, and he has a safe shelter. On the day of the house handover, Mr. Vy emotionally expressed his gratitude to the government, the Vietnam Fatherland Front, organizations and people for helping him turn his dream into reality.
In Tram Tau (Lao Cai), where the H'Mong ethnic group accounts for nearly 80%, the poverty rate is still high - since the beginning of 2025, the construction and repair of 253 temporary and dilapidated houses for poor, near-poor households and policy families with a total implementation cost of more than 14 billion VND has been completed.
Mr. Giang A Lo's family is a poor household and lives in a seriously degraded house. In mid-2025, supported by the State with 60 million VND and the help of relatives, Mr. Lo's dream of having a solid roof has come true. "With a new, spacious house, my wife and I can work hard and produce with peace of mind, trying to escape poverty," Mr. Lo said emotionally.
The family of Mr. Vy in Quang Tri and Mr. Lo in Lao Cai are two of hundreds of thousands of families receiving support from the program to eliminate temporary and dilapidated houses nationwide.
The report for the first 6 months of the year of the Central Committee of the Vietnam Fatherland Front said that the work of caring for the poor and social security and relief has been carried out effectively and to the right subjects; along with the widespread care and support of the State, the support and assistance for the poor and vulnerable subjects implemented by the Vietnam Fatherland Front and member organizations have contributed to sustainability and depth, leaving no one behind. The high focus on implementing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses nationwide" in 2025, is expected to be completed ahead of schedule in August 2025, towards celebrating major national holidays with the active and responsible participation of the Vietnam Fatherland Front system.
Exceeding the program completion time
Also according to the report of the Central Committee of the Vietnam Fatherland Front, up to now, 100% of localities have reviewed and determined the progress of eliminating temporary and dilapidated houses in the area. By early July 2025, the whole country had supported over 260,000 houses; the remaining localities strive to complete before August 31, 2025.
Thus, the completion time has been pushed up 2 months earlier than planned (October 2025). At the 3rd meeting of the Central Steering Committee to implement the program to eliminate temporary and dilapidated houses in March 2025, Prime Minister Pham Minh Chinh emphasized: "This is a particularly important political task, a meaningful gift from the Party and State to the poor, the disadvantaged, and people in remote areas on the occasion of the Party Congresses at all levels and the 14th National Congress".
As of June 2025, some localities before the merger such as Quang Binh, Quang Ngai, Da Nang, Bac Ninh, Ho Chi Minh City have reached the finish line early. That is thanks to the close direction from the Central Government, the determination of the locality and the synchronous and close participation of mass organizations, including the Vietnam General Confederation of Labor.
In particular, from now until September 2 - the 80th anniversary of National Day, the Vietnam Fatherland Front mobilizes the entire system to coordinate with local authorities, support resources, working days, materials, and speed up progress in disadvantaged areas such as the Northwest, Central Highlands, and Mekong Delta.
The program to eliminate temporary and dilapidated houses is implemented in the spirit of "Party leadership, State management, Vietnam Fatherland Front and supporting organizations, people are the masters". In particular, the Central Committee of the Vietnam Fatherland Front is the main force in receiving, allocating resources, mobilizing the entire population to participate in supporting the "For the Poor" Fund and directly implementing it locally.
In mass organizations, the Vietnam General Confederation of Labor plays a big role. Not only mobilizing union officials and members to donate at least one day's salary, unions at all levels also proactively connect with businesses and welfare funds to accompany localities in implementing the program.
A typical example is that at the end of February 2025, in Bac Lieu, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang directly presented a symbolic board of 20 houses worth 1.2 billion VND sponsored by Vicem Ha Tien Cement Joint Stock Company and the Vietnam Maritime Corporation Trade Union. These are the Trade Union Shelters sent to poor households and near-poor households in remote areas - where production and living conditions are still difficult. After receiving support, local authorities and grassroots trade unions urgently reviewed the subjects and organized construction so that households could soon have stable housing and feel secure in doing business and living.
The program to eliminate temporary and dilapidated houses is a vivid testament to the spirit of "mutual love and support", great national unity. That is not only a major policy of the Party, but also an command from the heart, conscience and responsibility to the community, as the Prime Minister said.
The effect of the "Union Shelter" when joining hands to eliminate temporary and dilapidated houses
As a member of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor has promptly implemented in response to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025". In particular, the "Union Shelter" program is a typical example.
According to the report of the Vietnam General Confederation of Labor, in the Workers' Month 2025 (May 2025), Vietnam Trade Unions at all levels supported union members and employees with 1,010 "MOCD" houses (newly built and repaired) with a total amount of more than 24 billion VND.
Of which, the Vietnam Trade Union has awarded 10 "MOCD" houses with a total value of 500 million VND to members and employees of 4 affiliated units (Vietnam Chemical Industry Trade Union, Vietnam Steel Corporation Trade Union, Vietnam Paper Corporation Trade Union, Vietnam Agricultural Machinery and Power Machinery Corporation Trade Union).
