Current situation of shortage of cadres
Talking to PV of Lao Dong Newspaper, representatives of leaders of many mountainous localities in Thanh Hoa province said that the shortage of cadres and civil servants, especially in specialized fields such as land administration, accounting, information technology... has been going on for many months, causing no small difficulties in receiving and handling work at the grassroots level.
According to a representative of the leaders of Trung Son commune, the locality currently has 18 officials and civil servants, while the assigned target is 32 people, and there is a shortage of 14 people. The number of officials lacking mainly belongs to specialized fields such as land administration, construction, accounting, information technology, and poverty reduction.
Currently, commune officials and leaders have to concurrently perform many tasks, even working overtime on weekends and nights to resolve procedures for people as well as common work. In the coming time, the locality wishes to arrange a sufficient number of civil servants, especially professional officials" - a representative of Trung Son Commune People's Committee informed.
Similarly, in Trung Thanh commune, the locality is assigned 32 officials and civil servants, but currently there are only 23 people, and there is a shortage of 9 people. The positions that are still lacking mainly in the fields of land administration, information technology, agriculture - forestry, animal husbandry and veterinary medicine, and commerce.
To overcome the shortage of officials, the locality should increase working hours and arrange part-time support forces. At the same time, it is proposed that the Provincial People's Committee have a policy to recruit a sufficient number of assigned staff" - a representative of the leaders of Trung Thanh commune proposed.
According to a representative of Trung Thanh commune, the recruitment has not yet been implemented because it is implementing arrangement, transfer, and rearrangement of cadres from surplus to shortage. Some public non-business units after arrangement are still being reviewed and consolidated. After completion, the locality will continue to consider recruitment plans, ensuring that they do not exceed the assigned payroll.
Guidance on receiving to become a civil servant
Faced with the shortage of cadres and civil servants in mountainous communes, the Thanh Hoa Provincial Department of Home Affairs has issued a document guiding the reception for civil servant employment. Accordingly, for cases that do not require the establishment of inspection and examination councils, agencies and organizations shall base on the proportion of civil servants according to job positions, payroll targets and recruitment requirements to prepare dossiers and submit them to the Department of Home Affairs for summarization and reporting to the Chairman of the Provincial People's Committee for consideration and decision.
For cases where an inspection and examination council must be established, the head of the agency or organization shall perform according to the authority specified in Article 1 of Decision No. 10/2026/QD-CTUBND. In case of receiving to appoint leadership and management positions, agencies and organizations shall implement according to the process of appointing personnel sources from other places. The appointment decision is also a decision to receive them to become civil servants.
Representatives of the Thanh Hoa Provincial Department of Home Affairs informed that localities can develop plans to receive officials and employees who meet the standards to become civil servants without exams according to regulations. On that basis, prepare dossiers to submit to the Department of Home Affairs and the Provincial People's Committee for consideration and decision, in order to promptly supplement the remaining human resources.
