Slow land handover, project continues to be extended
Thanh Hoa Provincial People's Committee said that it has just issued a document extending the implementation time of the North-South Avenue East Urban Area Project (Ham Rong ward). Accordingly, the completion time of the entire project and legal procedures is extended until before November 30, 2026. The reason for the extension was determined to be due to slow land handover, affecting the progress of implementing items.
Thanh Hoa Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to review and clarify the causes and responsibilities of organizations and individuals related to delays in land allocation (phase 4) to investors, leading to project extensions.
At the same time, the Department of Culture, Sports and Tourism is assigned to preside over and coordinate with departments, branches, Ham Rong Ward People's Committee and investors to advise on the investment and construction of the Youth Cultural House item under the project, ensuring compliance with legal regulations and in accordance with actual needs; report to the Chairman of the Provincial People's Committee before April 20, 2026.
Project of over 1,200 billion VND lasting 14 years
According to research, in March 2012, Thanh Hoa Provincial People's Committee approved the results of selecting investors to implement the project in the areas of Nam Ngan, Dong Tho and Ham Rong wards (now Ham Rong ward).
The investor is a joint venture of EITC Electronics Informatics Telecommunications Co., Ltd. and Fortune Investment Joint Stock Company. The project has a scale of about 54ha, with a total investment of more than 1,200 billion VND, located in a location considered "golden land" adjacent to major roads such as Hung Vuong Avenue, Tran Hung Dao Street and Nam Song Ma Avenue.
Investment items include technical infrastructure systems (ground leveling, transportation, drainage, wastewater treatment, water supply, lighting, green trees, sports parks) and social infrastructure such as youth cultural houses, neighborhood cultural houses. The project builds rough construction and completes the front of 240 commercial townhouses; 2 4-story and 1-tower subdivided residential areas; and 21 3-story and 1-tower villas.
From 2018 to 2020, Thanh Hoa province has allocated more than 53.7ha of land in 3 phases. According to the plan, the investment time for the project items starts from June 2024. However, due to not completing the progress, the investor has requested to extend the allocated area until June 2026.
Previously, in August 2024, Thanh Hoa Provincial People's Committee also extended the project. Specifically, the 53.7ha area allocated must complete the items no later than April 2025; the remaining area of about 1.1ha must complete site clearance before June 30, 2025 and complete the entire project before March 31, 2026.
After 14 years since being approved, according to reporters of Lao Dong Newspaper, the project has basically completed many items, and some houses have been roughly built. However, the overall is still not synchronously completed and must be extended for completion.
