New milestone in the housing strategy
A good news for union members and workers in Da Nang city is that the Trade Union social housing area in Hoa Hiep 3 resettlement area (Hai Van ward) has been started by the Trade Union Project Management Board (VGCL). With a total investment of more than 620 billion VND from the union's financial resources, the project marks the strong participation of the organization representing workers in caring for housing needs - the vital issue for workers and union members in Da Nang industrial parks.
According to Mr. Le Van Tuan - Deputy Director of the Department of Construction of Da Nang City, the project consists of 3 blocks of 10-storey apartment buildings, with a total construction floor area of over 50,700m2, construction density of 40%. The apartments are designed synchronously, with kitchen cabinets, wardrobes, and beds - essential equipment to help workers stabilize their lives immediately upon receiving the house. The two 3- and 4-storey parking lots, along with a system of squares, outdoor stages, parking lots and trees, create a fully functional living space, truly a residential area for workers.
The project implementation period is from 2025 to 2028. Currently, the Vietnam General Confederation of Labor is requiring relevant units to speed up the completion of the 1/500 planning, appraisal and approval of investment preparation costs and contractor selection plans.
When completed, this will be the first Trade Union social housing area in Da Nang to be properly invested in by the financial resources of the Trade Union organization, contributing to reducing housing pressure for thousands of low-income workers.
Accelerating social housing development
According to Mr. Le Van Tuan, Da Nang city is implementing 15 projects with more than 10,200 apartments - reaching 109.5% of the target for the period 2025 - 2030 and 120.5% of the separate plan in 2025.
In reality, the supply of social housing in Da Nang has increased sharply from a series of projects such as the B4-2 social housing apartment building in Bau Tram Lakeside Urban Area opening for sale 305 apartments, priced from 728 million to more than 1.14 billion VND/unit; the An Trung 2 project in An Hai continues to provide 633 apartments, with a unit price of about 16.2 million VND/m2; the social housing area in Hoa Khanh Industrial Park is expected to have nearly 2,000 apartments in 8 blocks, helping thousands of workers have the opportunity to buy or rent a house near their workplace.
In addition, 4 new projects with 4,254 apartments are about to start construction, along with 5 projects with a scale of 3,487 apartments that have been approved for investment. A 191-unit project using public investment capital is also preparing to be implemented this year.
Da Nang is implementing many financial support policies to make it easier for people to access social housing. The City Social Policy Bank lends up to 80% of the apartment value, interest rate 6.6%/year, term 25 years. Since the beginning of the year, 1,108 people have borrowed with a total disbursement of 281 billion VND; outstanding program debt reached 1,612 billion VND. Thanks to that, workers have more opportunities to own a house and ensure long-term payment capacity. The work of reviewing and approving social housing has been tightened, ensuring that apartments reach the right subjects - a key factor, helping this social security policy avoid being transformed into a speculative channel.
Nearly 29,000 social housing apartments need to be completed
According to the Government's assigned targets, in the 2025-2030 period, Da Nang after the merger must complete nearly 29,000 social housing units (NOXH). In 2025 alone, the city aims to complete 1,500 apartments. The Department of Construction said that in 2025, Da Nang will complete 4 projects with 1,807 apartments; select investors to start 4 other projects with 4,254 apartments; and prepare to invest in 1 budget project with 191 apartments. The city also implemented the approval of policies and called for investment in 5 projects, a total of 3,487 apartments.

According to the Project "Investing in the construction of at least 1 million social housing units in the period of 2021-2030", the Government assigned Da Nang to complete 12,800 units. By the end of 2024, the locality has completed 41 projects with 10,687 apartments and 1,146 student dormitories; of which about 12,000 apartments are invested with the budget, accounting for more than 80% of the country's social housing fund.
