Time to classify civil servant quality from January 1, 2026

The time to classify the quality of civil servants is from January 1, 2026, based on Decree 335/2025/ND-CP.

Article 21 of Decree 335/2025/ND-CP (effective from January 1, 2026) stipulates the time of ranking the quality of civil servants as follows:

- The ranking of civil servant quality is carried out according to the year of work. For civil servants transferred, the new agency, organization, and unit where they work at the time of ranking civil servant quality is responsible for implementation. The old agency, organization, and unit is responsible for sending the results of monthly and quarterly monitoring and evaluation of civil servants to the new agency, organization, and unit to be used as a basis for calculating the average score and quality ranking at the end of the year.

- The time of ranking the quality of civil servants is carried out before December 15th every year, before conducting the evaluation and ranking of the quality of party members and summarizing the annual emulation and commendation work of agencies, organizations, and units.

For agencies, organizations, and units with specific characteristics according to the prescribed functions and tasks that have not been summarized at the end of the year, the directly competent higher level shall stipulate and guide the implementation to be completed before January 15 of the following year.

- In case at the time of quality ranking, civil servants are absent for legitimate reasons or are on sick leave or maternity leave according to the provisions of law, the ranking is carried out based on the total score of monitoring and evaluation for the actual period of civil servant work in the year.
