Article 27 of the Law on Public Employees 2025 (effective from July 1, 2026) stipulates recommendations on the results of ranking the quality of public employees as follows:
1. When there is a basis to believe that the quality ranking results are not in accordance with the provisions of law or the evaluation regulations of the unit, public employees have the right to petition about the quality ranking results for themselves in writing to the competent level for quality ranking or the directly superior level of the competent level. The petition document must clearly state the basis of the petition, the content of the petition and the proposal.
2. The deadline for petitioning is 5 days from the date of publicizing the quality ranking results.
3. The competent authority is responsible for resolving the petition in the form of dialogue or in writing within 10 working days from the date of receiving the petition.
4. The order and procedures for resolving petitions on quality ranking results shall be implemented according to the provisions of this Article and according to the regulations of the unit. Not reviewing the results of resolving petitions.
According to Article 26 of the Law on Public Employees 2025, based on the results of monitoring and evaluation, the evaluation regulations of units and public employees are ranked for annual quality according to the levels: Excellent completion of tasks; good completion of tasks; completion of tasks; failure to complete tasks.
In addition, the law also stipulates that, based on the results of periodic or annual quality assessment and classification, the competent authority decides:
a) Implement training, fostering, planning, transferring, appointing, and reappointing;
b) Implementing salary regimes, regimes, and other policies according to the provisions of law and regulations of competent authorities; implementing commendation, increased income regimes, and bonuses according to regulations;
c) Considering and arranging suitable job positions at lower levels or dismissing cases where tasks are not completed or task requirements are not met.
