List of job positions for legal work in administrative agencies and organizations
On March 31, 2025, the Minister of Justice issued Circular 02/2025/TT-BTP (effective from May 15, 2025) guiding job positions on legal work in administrative agencies, organizations and public service units.
Accordingly, the list of job positions, job specifications and a level framework to determine capacity requirements for legal work positions is stipulated by the Ministry of Justice in Circular 02/2025/TT-BTP as follows:
- List of job positions on legal work implemented according to the provisions of Appendix II and Appendix IV issued with Circular 06/2024/TT-BNV (amended Circular 12/2022/TT-BNV) guiding on job positions for civil servants in leadership and management positions; general professional skills; support and service in administrative agencies and organizations and general professional job positions; support and service in public service units.
- Job description and qualifications framework to determine capacity requirements for legal employment positions in administrative agencies and organizations as prescribed in Appendix I and Appendix II issued with Circular 02/2025/TT-BTP.
- Job description and qualifications framework to determine capacity requirements for legal employment positions in public service units as prescribed in Appendix III and Appendix IV issued with Circular 02/2025/TT-BTP.
Standards on professional competence and skills for the senior legal officer rank
On March 31, 2025, the Minister of Justice issued Circular 03/2025/TT-BTP (effective from May 15, 2025) stipulating codes, professional and technical standards and salary classification for legal staff positions.
In Circular 03/2025/TT-BTP, the Ministry of Justice stipulates salary classification for legal officer ranks as follows:
1. Civil servants of legal branches are subject to the professional and technical salary table for cadres and civil servants in State agencies (Table 2) issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces (amended and supplemented by Decree No. 76/2009/ND-CP dated September 15, 2009; Decree No. 14/2012/ND-CP dated March 7, 2012; Decree No. 17/2013/ND-CP dated February 19, 2013; Decree No. 117/2016/ND-CP dated July 21, 2016) as follows:
a) Legal officer rank applies salary table for civil servants of type A1;
b) The main legal officer category applies the salary table of civil servants of type A2, group A2;
c) The senior legal officer rank applies the salary table of civil servants of type A3, group A3.1.
2. The salary transfer when upgrading or transferring ranks is implemented according to the provisions of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary arrangement when upgrading, transferring ranks, and changing types of civil servants and public employees.
