Mr. Chairman, the revolutionary action movement and patriotic emulation are important driving forces for us to achieve great and historically significant achievements in each revolutionary period. Please tell us in the new stage, with its responsibility, what activities will the Trade Union organization have to promote productivity improvement - an important factor to contribute to the implementation of the Government's double-digit growth target?
- Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan: In the past time, patriotic emulation movements among workers, civil servants, and laborers have been deployed synchronously and widely, closely following the political and professional tasks of the country, of each sector, locality, agency, unit, and enterprise. Notably, the movement "Good Labor, Creative Labor" has become a driving force to promote initiatives, technology innovation, rationalization of production and improvement of working conditions, making an important contribution to increasing productivity, product quality, and production and business efficiency.
In the period 2020 - 2025, nearly 2.8 million initiatives were recognized and applied in practice, bringing about an estimated profit value of nearly 103 trillion VND. On average, there are nearly 560 thousand initiatives each year, with a profit value of more than 20.5 trillion VND.
Deeply aware of its responsibility, in the coming time, the Trade Union organization will continue to accompany union members and workers, innovate and improve the effectiveness of patriotic emulation movements, focusing on widely launching the emulation movement "Good Labor, High Productivity, Good Income" associated with the "3 savings" campaign with the motto "good labor" as the foundation, "high productivity" as the requirement, "good income" as the result to aim for. Strengthen the application of technology and digital transformation in organizing the implementation, supervision, and evaluation of emulation movement results based on real-time data. Strongly innovate commendation work in the direction of accuracy, timeliness, publicity, transparency, strongly focusing on the grassroots level, taking workers directly as the center, taking practical efficiency as the highest measure. Research, propose, and negotiate with employers a mechanism for rewarding according to the value-for-profit ratio. Mobilize union members and workers to actively study and improve their qualifications, professional skills, industrial style, and labor discipline, considering this as a fundamental solution to improve labor productivity sustainably. Link the organization of emulation movements with the task of representing, caring for, and protecting the legitimate and lawful rights and interests of workers, ensuring that the results of increased productivity must gradually be transformed into income and welfare, so that workers can enjoy benefits worthy of their efforts.
Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor - said: "Trade union officials at all levels seriously and effectively implement "2 thấu": understanding workers, thoroughly in trade union activities; "3 gần": close to workers, close to grassroots levels, close to digital space; "4 không": not formalistic, not evasive, not pushing, not doing wrong functions; "5 phải": must listen, must dialogue, must set an example, must be responsible, must report results".
Mr. Chairman, in the new situation, specifically in the period 2026 - 2031, what contents will Trade Union activities focus on?
- The activities of the Vietnam Trade Union in the 2026 - 2031 term will focus on developing union members, perfecting organizational models, improving operational efficiency; effectively performing the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; propagating and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, rich, prosperous, civilized, and happy country. To achieve these goals, trade union levels will launch 01 new emulation movement, drastically and effectively implement 2 breakthroughs, 3 programs, 4 projects, 5 key tasks and solutions. Specifically, the Trade Union organization will launch the emulation movement "Good Labor, High Productivity, Good Income" from the foundation of the emulation movement "Good Labor, Creative Labor". Focus on 02 breakthroughs including: Improving the quality of trade union officials, especially full-time officials and grassroots trade union presidents; Strongly applying science and technology, digital transformation in trade union activities and promoting production and business. Building and implementing 03
Developing union members, establishing grassroots trade unions, participating in Party building at enterprises; Innovating trade union financial work and improving union member welfare; Trade unions accompany the Government to improve labor productivity, implement the goal of double-digit growth. Implementing 04 Projects including: Improving the effectiveness of dialogue, collective bargaining and building labor relations in the period 2026 - 2031; Trade unions participating in developing new production forces, promoting stable income jobs for workers; Digital transformation in trade union activities; Building an open, flexible, and dynamic trade union organization model. Focusing on 05 key tasks and solutions including: Improving the effectiveness of representative activities, caring for and protecting the legitimate and lawful rights and interests of union members and workers; Promoting the role of trade unions at all levels in participating in state management, socio-economic management, participating in inspection, examination, and supervision; Propagating, educating, and mobilizing union members and workers to study to improve their qualifications and professional skills, comply with the law, build and protect the Fatherland; Building a strong Trade Union organization, participating in building the Party and the political system, expanding international cooperation on trade unions; Innovating operating methods, improving the effectiveness of directing work at trade union levels.
Trade union levels continue to innovate the content and methods of operation, improve the effectiveness of direction and administration, and implement at trade union levels in accordance with new requirements; focus resources and solutions, promote innovation and digital transformation. Thoroughly grasp and well implement the motto: Hold fewer meetings, act more; fewer procedures, greater satisfaction of union members and workers.
Mr. Chairman, has the Chairman mentioned innovating operating methods, improving the effectiveness of direction, administration, and implementation at all levels of the Trade Union? How will this innovation be implemented, Mr. Chairman?
- We are entering the 2026 - 2031 term with new requirements: Synchronously innovate the content and methods of operation; shift from "right direction" to "right and sufficient results", measurable and verified, the achievements obtained are not only feelings but must go into the material and spiritual life and activities of each type of establishment, into each family and each individual union member and worker. This also means that the Trade Union must be closer to workers, understand workers better; speak the voice of workers and practically protect the legitimate and lawful rights and interests of workers. The Trade Union must be present in time when workers are in difficulty, sick, owed wages, lose their jobs, have labor accidents or encounter upheavals in life. The Trade Union is not only a place to organize movements but must truly be a warm home, a reliable support for workers and laborers.
Therefore, in the next 5 years, the Trade Union will focus on playing a good role in representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers, especially issues related to salaries, time and working environment, occupational safety and health, and health care for union members and workers. Strengthen coordination to improve the effectiveness of grassroots democracy implementation; inspect and supervise the activities of agencies, organizations, units, and businesses on the implementation of policies and laws on labor, trade unions, social insurance, health insurance, and unemployment insurance...; proactively participate in solving pressing issues arising right from the grassroots level. Develop diverse activities to care for the interests of union members in a practical and effective direction, targeting the right subjects on the Digital Trade Union platform and the national population database VNeID.
The method of mobilizing and gathering workers into the Vietnam Trade Union organization must also be innovated. It is not possible to mobilize only by conferences, documents, slogans; it is necessary to mobilize by dialogue, persuasion, practical benefits, exemplary behavior, specific results and the ability to solve issues that workers are interested in.
In addition, continue to strongly innovate the content and methods of propaganda and mobilization in a proactive, timely and effective direction; through digitization, connection and use of communication materials on cyberspace, digital platforms according to the principles of "fast", "short", "deep" and "clear" so that workers can easily access and understand correctly, thereby enhancing the educational and persuasive nature in propaganda about trade union organizations and activities. Regularly do a good job of political and ideological propaganda and education associated with promoting the study and following of Ho Chi Minh's ideology, ethics, and style among union members and workers; actively participate in protecting the Party's ideological foundation, fighting and refuting wrong and hostile views against the Party and the Trade Union organization.
We will pay attention to investing resources, improving the quality of scientific research to provide quality arguments to serve the orientation and direction of improving the effectiveness of trade union activities. Focus on pilot direction, piloting new policies before replicating. Promote administrative reform; promote innovation, creativity and application of information technology in management and administration of trade union activities; focus on drastically implementing the Digital Transformation Project of the Trade Union organization; focusing on building, standardizing and connecting union member - employee data and labor relations data; management of trade union finance and assets; digitizing propaganda and mobilization work, towards building a "digital ecosystem" to comprehensively serve the information, law, and welfare needs of workers. Innovate the leadership style, working methods, and working style of leadership agencies and trade union officials; amend and supplement working regulations, strictly stipulate tasks, powers, relationships, and working procedures, ensuring discipline in implementation.
Before the 14th Congress of the Vietnam General Confederation of Labour, what wishes does the President have to send to the contingent of officials, union members, and workers nationwide?
- I hope that trade union officials, union members, and workers nationwide will unite, uphold the spirit of innovation, creativity, self-reliance, determination to overcome all difficulties and challenges, successfully organize the implementation of the Resolution of the XIV Vietnam Trade Union Congress, practically towards the 100th anniversary of the establishment of the Vietnam Trade Union, the 100th anniversary of the establishment of the Communist Party of Vietnam, the 100th anniversary of the founding of the State, contributing to building our country into a developed, high-income, peaceful, independent, democratic, prosperous, civilized, and happy country, firmly moving towards socialism.
