Article 4. Criteria for the title of leading scientist
1. General criteria
a) Have a doctorate degree in science, technology and engineering; be fluent in at least one common foreign language...
b) Up to the time of registration for recognition of the title, have at least 10 years of continuous experience in research, design, manufacturing, etc.
For individuals other than the armed forces, having researched strategic technology, background technology, core technology, and new technologies related to the fields of defense and security industry for at least 10 consecutive years;
c) capable to mobilize, gather, and lead a team of cadres, experts, and scientists to implement research ideas on developing strategic-use technical weapons and equipment, special professional technical means in the fields of defense industry, security, etc.
For individuals outside the armed forces, who are capable of mobilizing, gathering, and leading excellent scientific staff to implement research ideas on strategic technology, background technology, and core technology to develop an industry or a major in science related to the fields of defense industry, security, etc.
d) Be the head of the professional field of science and technology, laboratory or equivalent in academies, research institutes on technology engineering, core defense industry facilities, core security industry facilities;
For individuals outside the armed forces, with experience in leading research groups, national key laboratories or prestigious domestic and foreign academic units in science and technology;
Individuals working in the field of scientific research who have provided primary guidance to at least 2 doctoral students;
d) Not violating prohibited acts as prescribed in the Law on National Defense, Security and Industrial Mobilization Industry, other relevant legal provisions; meeting the requirements of political standards as prescribed by the Ministry of National Defense and the Ministry of Public Security.
2. Criteria for the results of scientific and technological activities
For 10 consecutive years up to the time of registration for the title, leading scientists must simultaneously meet the following criteria:
a) Preside over at least 1 national key science and technology task; or preside over at least 3 science and technology tasks at the ministerial level...; or preside over 3 science and technology tasks under programs, projects, research projects for design, manufacture, and production of technical equipment and weapons of strategic significance...
For individuals other than the armed forces, they must preside over at least 1 national key science and technology task or preside over at least 3 ministerial-level scientific and technological research tasks on strategic technology, background technology, core technology, new technology, research results that can be applied to the defense and security industry;
b) Having at least 5 scientific articles published in prestigious scientific journals as prescribed in the List of specialized scientific journals issued by the State Council for the title of professor; or being a member of the Editorial Board of prestigious international scientific journals as prescribed by the Ministry of Science and Technology;
c) Author at least 2 specialized book chapters or 1 reference book for training published by a reputable domestic and foreign publishing house.
3. The tasks of leading scientists
a) Orient the development of research programs on technical equipment and weapons of strategic significance, special professional technical means; research and development of strategic technology, background technology, core technology, new technology;
b) Participating in directing programs, projects, projects, and scientific and technological tasks; leading research groups to create strategically significant technical equipment and weapons products, and special professional technical means;
c) Training scientists, technical staff, building a team of experts;
d) Participating in consulting, developing, evaluating and reviewing policies, plans for developing science and technology to serve the defense and security industry; participating in handling emergency situations in national defense and security;
d) Participating in the selection, acceptance, and independent criticism of scientific and technological tasks at the national and ministerial levels;
e) Direct innovation in scientific research and technology development, cooperation in transferring strategic technology, background technology, core technology, new technology to serve the defense and security industry.
