Sharing opinions at the workshop, to make inspection and supervision more effective in the new situation, the union inspection committees of some units proposed to issue a new Resolution to replace Resolution 06b to suit the practical situation of union inspection and supervision work at present.
Some targets set out in Resolution 06b after many years of implementation are no longer suitable, and it is recommended that there be adjustments when issuing a new resolution. Propose to supplement and adjust a number of tasks and solutions when issuing a new resolution.

The representative of the Hanoi City Labor Federation said that a new resolution should not be issued to replace Resolution 06b because the whole country is still in the process of rearranging and reorganizing the apparatus, but should only issue notices or Conclusions to adjust some indicators and inspection plans in the coming time.
The Inspection Committee of the Vietnam General Confederation of Labor also recommended that the issuance of a new resolution at the present time was not appropriate; after the trade union organization model was clear, it will consider issuing a suitable resolution later.
However, the delegates all agreed that, no matter how the apparatus is arranged, inspection is always necessary and regular.
"If the apparatus is streamlined, there will always be an inspection. The increasing labor force will also develop the trade union organization, there is still the work of collecting and paying union fees, so inspection work must be regularly increased. Especially in the current process of arrangement and merger, when arranging and transferring assets, inspection work is needed" - Mr. Do Xuan Ngoc - former Chairman of the Inspection Committee of the Vietnam General Confederation of Labor shared.
The issue is that the task needs to be consistent with the current situation, because only in terms of organization, the rearrangement of socio-political organizations, including the Vietnam Trade Union, and the assignment of tasks to the Central Committee of the Vietnam Fatherland Front will lead to a comprehensive reform and change in the organizational structure of the trade union apparatus at all levels, and the functions and tasks of the professional departments and inspection committees.
At that time, to meet the requirements of work during and after completing the streamlining and rearrangement of the trade union organization, it is inevitable that a number of cadres will have to concurrently hold many tasks in addition to the specific professional tasks of trade unions at all levels of trade unions from the central to local levels.
Speaking at the workshop, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that Resolution 06b revealed many shortcomings, many of which were still formal. Therefore, the President of the Vietnam General Confederation of Labor suggested that the delegates contribute their opinions on the model and methods of operation to make the inspection work effective and substantial. In particular, study whether to let part-time staff check because in reality this model is ineffective.
Mr. Nguyen Dinh Khang said that in the coming time, the trade union inspection committees will only focus on financial inspection work.
President of the Vietnam General Confederation of Labor Nguyen Dinh Khang assigned the Inspection Committee of the Vietnam General Confederation of Labor to coordinate in completing the summary report of Resolution 06b on quality to serve the National Summary Conference on Resolution 06b, scheduled to be held on March 31.
Concluding the workshop, Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor - affirmed that after 10 years of implementing Resolution 06b, with the attention and direction of the Vietnam General Confederation of Labor, the participation and efforts of trade union inspection committees at all levels have achieved many remarkable achievements. However, Resolution 06b still reveals limitations, and personnel work is not good.
In the face of the new situation, Ms. Thai Thu Xuong suggested that each union cadre continuously learn and improve their qualifications, especially for cadres working in inspection work.
Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong requested the Inspection Committee of the Vietnam General Confederation of Labor to fully absorb the instructions of the President of the Vietnam General Confederation of Labor and delegates at the workshop to complete the report, including providing solutions to improve the quality of trade union inspection in the coming time.
