On December 28, Mr. Mai Thanh Phuong - Chairman of the Vietnam Railways Trade Union (VNR) said that in the 2023-2025 term, the movement of workers, civil servants, laborers and the activities of the VNR have closely followed the direction of the Vietnam General Confederation of Labor and the Party Committee of Vietnam Railways Corporation with the action motto "Innovation - Responsibility - Democracy - Solidarity - Development", constantly striving, taking advantage of opportunities, overcoming difficulties and challenges.

3,027 grassroots recommendations resolved
The Vietnam Railways Trade Union has actively participated in building policies, laws, legal consulting activities; internal management system of units and enterprises related to employees and trade union organizations.
In which, trade union levels throughout the Sector have actively participated in building, amending, and supplementing Labor Regulations and Grassroots Democracy Regulations at the workplace of the unit. In the past term, 1,752 regulations, rules, and rules of units and enterprises related to union members and employees have been newly built, amended, and supplemented.
Trade union levels have also coordinated professionally to build, amend, and supplement Regulations on implementing grassroots democracy at workplaces; develop joint plans to guide, direct and implement the organization of annual employee conferences to ensure compliance with regulations, achieve quality and efficiency.
Through conferences at all levels, many production organization solutions were implemented, the internal management system was built, amended, and supplemented promptly; there were 3,027 recommendations at the grassroots level, and 212 recommendations at the Corporation level were resolved.
Establishment of the "Negotiation" group
In particular, the Vietnam Railways Trade Union has guided and supported grassroots trade unions on negotiation procedures and contents to increase the number, and at the same time improve the quality of content in signing collective labor agreements (TULDTT) for enterprises, especially contents related to salaries, meals, welfare... for union members and workers.
The Vietnam Railways Trade Union has negotiated and signed the Collective Labor Agreement of the Parent Company - Vietnam Railways Corporation in 2025 with terms that are more beneficial to employees and higher than the provisions of law. Trade unions at all levels have urged and supervised the collective negotiation, implementation, and implementation of the signed collective labor agreement, ensuring that the contents of the collective labor agreement are strictly implemented.
Currently, in the entire railway industry, there are 53 collective labor agreements out of a total of 60 independent accounting enterprises and units applied to 98 units and enterprises (including branches and places with grassroots trade union organizations).

One of the units that is doing well in negotiating and signing collective labor agreements is the Trade Union of Yen Lao Railway Joint Stock Company, currently the unit has 28 departmental trade unions and 632 union members.
According to Mr. Ha Thanh Hung - Chairman of the Trade Union of Yen Lao Railway Joint Stock Company, in recent years, the Executive Committee of the Company's Trade Union has always been united and unified, under the direction of the Vietnam Railways Trade Union, the leadership of the Company's Party Committee, along with close coordination, responsibility, and creating conditions for professionals and youth unions, the movement of workers, civil servants and trade union activities at the company is increasingly practical and effective. In which, improving the quality of negotiation and signing collective labor agreements plays a very important role, consolidating the legal basis to better care for workers, and at the same time building harmonious, stable and progressive labor relations at the enterprise.
And to make collective negotiation and collective labor agreement signing have more beneficial content for employees, in the process of implementation, the company's Trade Union always focuses on propaganda, raising awareness for employees and employers, attracting attention, contributing opinions, and proposing contents suitable to employees' aspirations and the actual conditions of the unit.
The company's Trade Union has established a "Negotiation" group with members of the Standing Committee and some union members who understand the regime and policies; organized an assessment of production and business activities at the company in the last 3 years; gathered opinions from employees; agreed on contents requesting collective negotiation and requesting unified opinions from the collective of employees.
During the negotiation process, for unconsistent contents, the negotiation team continued to propose to the employer to organize a second negotiation conference after 5 days. During this time, the negotiation team continued to consolidate the bases, exchange with relevant departments of the professional department, and analyze and clarify to achieve the consensus of the employer.
The organization of collecting opinions from the collective of employees on agreed contents is organized in many forms such as: posting on the company's electronic information page, via the unit's email, via the department's trade union Zalo, the company's trade union has assigned members to directly collect opinions from employees.
