On April 12, 2025, the Ministry of Health issued Official Letter 2147/BYT-TCCB on guiding the orientation of arranging and reorganizing medical facilities at administrative units at all levels, implementing the two-level local government organization model.
According to the instructions, the plan to arrange and reorganize regional general clinics and health stations of communes, wards and towns is as follows:
1. Maintain and maintain the regional general clinics, the existing commune, ward and town health stations and transfer it to the grassroots People's Committee (new communes and wards) to manage. Ensure that each new commune and ward after arranging at least 1 medical station; Depending on the size of the population and geographical characteristics of each new commune and ward to maintain or reorganize, establish more health stations managed by the grassroots People's Committee (commune and ward level) to meet the initial health care needs of people in that commune and ward area.
Thus, according to the instructions, when organizing two-level local government, depending on the population size and geographical characteristics of each new commune and ward to maintain or reorganize, establish additional Health Stations managed by the People's Committees at the grassroots level (commune, ward) to meet the initial health care needs of people in that commune and ward.
