From July 1, 2025, Decree 170/2025 officially takes effect, along with many changes in regulations on civil servant recruitment.

Accordingly, changing the way of determining admission beneficiaries when there are 2 or more people with the same total score in the final target, according to Article 10 of Decree 170/2025/ND-CP, it is taken in the following priority order:

- People with higher professional exam scores;

- The person with the highest score in the second round of the written exam in case of choosing a combination of writing and interviewing.

- In case the successful candidate has not been determined according to the above priority order, the head of the competent recruitment agency will decide the successful candidate.

Meanwhile, according to the old regulations in Clause 5, Article 1 of Decree 116/2024/ND-CP, before the head of the recruiting agency decides on the successful candidate, after basing on the exam scores, priority will be selected in the following cases:

- Those who pass the civil servant input quality test and are exempted from the first round of the exam

- People with higher results of civil servant input quality assessment in case they are also exempted from the first round of exams

- People with more correct answers to general knowledge subjects in round 1 in the same round.
