According to Hue City Social Insurance (BHXH), as of June 18, the whole city had 213 units evading social insurance contributions for 3 months or more, with a total amount of more than 68 billion VND. Notably, many businesses have debts of up to billions of VND, lasting for many months, directly affecting the rights of employees. In which, Thua Thien - Hue Transport Construction Joint Stock Company leads the list with a debt of more than 7.8 billion VND; SH Mineral Joint Stock Company owes more than 2.6 billion VND; San Hien Transport Trading Co., Ltd. owes more than 2.1 billion VND and Hue City Transport Design Consulting Joint Stock Company owes more than 2.1 billion VND... (data as of May 2026).
Mr. H.N. S - a worker at Thua Thien - Hue Transport Construction Joint Stock Company - said that because the business is facing difficulties, he himself and many workers are owed social insurance for a long time.
Sharing the same worry, Ms. N.T. B - a worker at Thua Thien - Hue Transport Construction Joint Stock Company - said that the company's delay in paying social insurance for 55 months makes her always in a state of anxiety. She is worried that if childbirth or risks occur, social insurance benefits will not be resolved in a timely manner, directly affecting the lives of her family.
I just hope that businesses fully fulfill their social insurance obligations so that we can feel secure in working and be protected in accordance with the law" - Ms. N.T. B said.
Talking to a reporter of Lao Dong Newspaper, Mr. Nguyen The Anh - General Director of Thua Thien - Hue Transport Construction Joint Stock Company - admitted that the enterprise is owing social insurance due to many financial difficulties. According to Mr. Nguyen The Anh, the main reason is inefficient production and business activities, revenue is not enough to cover expenses, including social insurance obligations for employees.
“We are not intentionally delaying but are really facing difficulties. The company is still balancing financial resources to pay social insurance in installments. However, the amount paid is mainly deducted from late payment interest, so the principal debt is still large, causing many obstacles to be completely resolved. Currently, the company is preparing financial resources and striving to overcome the social insurance debt situation in August 2026” - Mr. Nguyen The Anh said.
Decisive handling
Mr. Nguyen Quy - Vice Chairman of Hue City Labor Federation - said that the situation of businesses delaying and evading social insurance contributions not only violates the law but also directly affects the legitimate and lawful rights and interests of union members and workers. Currently, there are still hundreds of businesses in the area owing social insurance, requiring the drastic involvement of functional agencies and trade union organizations.
In the coming time, Hue City Labor Federation will continue to review and work with enterprises with trade union organizations that evade social insurance contributions to urge the full implementation of obligations according to regulations, thereby protecting the legitimate rights and interests of union members and workers.
For cases of intentionally delaying and not remedying despite being reminded, we will propose to competent authorities to strengthen inspection, examination and handling according to the provisions of law. For businesses that are really facing difficulties, the Trade Union organization will listen, coordinate with relevant agencies and units to exchange and find appropriate solutions to remove obstacles, both ensuring the rights of workers and creating conditions for businesses to gradually stabilize production and business" - Mr. Nguyen Quy emphasized.
According to Mr. Nguyen Viet Dung - Director of Hue City Social Insurance, when the unit does not fully fulfill its insurance obligations, employees may not be promptly resolved with regimes such as sickness, maternity, occupational accidents, occupational diseases, health recovery or unemployment benefits as prescribed.
In case of resignation, employees also face difficulties in closing social insurance books for preservation or changing places to participate, affecting the process of accumulating contribution time to enjoy pensions and long-term social security regimes. In particular, if a business owes social insurance for a long time and then stops operating, dissolves or goes bankrupt, the rights of employees will be seriously violated, causing many consequences for their own and their families' lives.
Therefore, Hue City Social Insurance will continue to coordinate with departments, branches, and trade union organizations to strengthen inspection, examination, and urging units to strictly comply with the provisions of law; and at the same time propagate to employees to proactively supervise the payment of social insurance by enterprises, promptly reflect violations to protect their legitimate rights.
