In the afternoon of June 3, continuing the program of the 14th Vietnam Trade Union Congress, delegates attended at the discussion centers.

Discussion center No. 2 was chaired by Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor (Vietnam General Confederation of Labor); Mr. Tong Van Bang, Member of the Presidium, Head of the Labor Relations Department, Vietnam General Confederation of Labor with the theme: Focusing on developing union members, establishing grassroots-level trade unions; improving the quality of trade union officials at all levels; building strong trade union organizations and participating in Party development among workers.

New development of 2.2 million union members

Speaking at the opening ceremony, Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor emphasized that in the process of promoting industrialization and modernization of the country, developing a socialist-oriented market economy and increasingly deeply integrating internationally, the Vietnamese working class continues to develop strongly in terms of both quantity, structure and level; increasingly affirming its role as the core force in the cause of building and protecting the Fatherland.

The new context is posing for the Vietnam Trade Union organization both opportunities and great challenges. The shift in labor structure; the profound impact of the Fourth Industrial Revolution; the digital transformation process, green transformation; the rapid increase of the non-state economic sector, informal labor, digital platform labor, foreign labor; the requirement to implement international commitments on labor - trade union; along with the diversity of needs, thoughts, and aspirations of workers are demanding that the trade union organization must innovate more strongly in thinking, organizational model, operating methods and quality of staff.

In the past term, under the leadership of the Party, the coordination of the State, authorities at all levels, and the efforts of the entire trade union system, the work of developing union members, establishing grassroots trade unions and building a team of trade union officials has achieved many important results (only from after the 13th Congress to April 2026, the whole country has developed more than 2.2 million new union members).

The trade union organization has had many innovations in approaching workers; expanding the scope of union member gathering in the non-state sector, the informal sector; focusing on taking care of practical benefits to attract workers to join the organization; gradually applying digital technology in union member management and organization of activities; the quality of trade union officials at all levels has been gradually improved; many new models and creative ways of working have been effectively implemented.

Trade unions at all levels have proactively participated in Party building, introducing outstanding union members for Party consideration and admission, and the set targets have all been achieved and exceeded; affirming the important role between the Party and the working class and laborers.

Key issues in developing union members and building trade union organizations

According to Mr. Nguyen Xuan Hung, in the face of the requirements of the new situation, the work of developing union members and building strong trade union organizations still faces many difficulties and limitations. This reality poses the requirement to continue to innovate strongly, comprehensively and more substantively to meet the requirements of the new situation.

Mr. Nguyen Xuan Hung suggested that the presentations at Workshop Center No. 2 focus on important, strategic and deeply practical contents, comprehensively reflecting the urgent requirements of trade union work in the current period.

First, fully identify new opportunities and challenges for union member development and trade union organization building in the context of digital transformation, international integration and rapid changes in the labor market.

Second, propose breakthrough solutions on mechanisms, policies, and resources to expand the scope of gathering workers, especially in non-state enterprises, the informal sector and new types of labor.

Third, clarify the organizational model and methods of grassroots trade union activities suitable to the characteristics of each type of enterprise and the diverse needs of workers in the new situation.

Fourth, propose solutions to build a truly professional team of trade union officials with firm political bravery, modern professional skills and high adaptability.

Fifth, propose solutions to improve the quality of care, representation, and protection of workers' rights to attract workers to participate and be attached to the trade union organization.

Sixth, clearly define the role, responsibility and coordination mechanism between trade unions and Party committees, authorities, employers and related organizations in developing union members, building trade union organizations and participating in Party building.
