Strongly focusing on grassroots levels, putting workers at the center
Mr. Pham Hoai Phuong - Chairman of the Vietnam Construction Trade Union, said that in the context that the Construction industry continues to face many difficulties due to market fluctuations, job pressure, wages and the requirement to transform the production model, the role of trade union organizations is even more urgently placed. Not only is it a support for union members and workers (NLĐ), the trade union organization is also a bridge between NLĐ and businesses, contributing to building harmonious, stable and progressive labor relations throughout the industry.
Currently, the Vietnam Construction Trade Union is directly managing and directing 35 upper-level trade unions directly under the grassroots level, 160 affiliated grassroots trade unions with a total of 134,225 workers, civil servants, and laborers; of which there are 36,324 female workers, accounting for 27.6%. The whole industry currently has 711 grassroots trade unions with 130,599 union members, of which there are 35,912 female union members, accounting for 27.5%.
These figures show the large scale and specificity of the labor force of the Construction industry - a field with high labor intensity, a working environment with many potential risks of unsafety, and workers' lives still facing many difficulties. Therefore, caring for the lives and protecting the legitimate and lawful rights and interests of union members and workers continues to be identified as a central and consistent task of the trade union organization in the new term.
Over the past time, trade union levels in the industry have proactively coordinated with specialized agencies to implement many practical activities to care for union members and workers. Especially during the Binh Ngo Lunar New Year 2026, trade union levels have coordinated to organize visits and gifts for 81,020 union members and workers with a total amount of more than 125.6 billion VND. Of which, trade union financial resources supported more than 11.2 billion VND; socialization and coordination with specialized agencies reached more than 114.4 billion VND.
In addition, the program "Tet Sum vay - Spring of Gratitude to the Party 2026" was widely organized with 19,302 participants, with a total care cost of more than 5.39 billion VND. Many meaningful activities were implemented at construction sites, factories, expressways and key national projects.
The Vietnam Construction Trade Union directly visited and presented gifts to 5,549 union members and workers with a total amount of over 5,757 billion VND; organized visits to workers at construction sites and factories; encouraged workers working during Tet on the Phap Van - Cau Gie expressway; visited the team of doctors and nurses on duty during Tet at the Transport Hospital.
In particular, leaders of the Vietnam General Confederation of Labour and the Vietnam Construction Trade Union visited and encouraged workers at key projects under the Ring Road 4 Project - Hanoi Capital Region. These activities not only have material support significance but also create spiritual motivation, affirming the role of the trade union organization with workers at the production frontline.
Innovating organization, improving the capacity of trade union officials
According to the orientation of the Vietnam Construction Trade Union, the work of developing union members and establishing grassroots trade unions will continue to be promoted, especially in the non-state business sector - where there are still many gaps in protecting workers' rights.
The trade union organization will focus on building a "compact, capable, and qualified" contingent of officials to meet the requirements in the new situation; and at the same time strengthen the application of information technology and digital transformation in the management and operation of trade union activities.

In addition, patriotic emulation movements continue to be identified as an important driving force to arouse the spirit of creative labor among union members and workers. The industry union will continue to coordinate with the Ministry of Construction to launch emulation movements associated with the progress of key national projects, encouraging workers to emulate good labor, creative labor, contributing to completing the development goals of the Construction industry.
Talking to Lao Dong Newspaper, Chairman of the Vietnam Construction Trade Union Pham Hoai Phuong said that in the context of the trade union organization facing the requirement of comprehensive innovation, the Vietnam Construction Trade Union expects the 14th Congress of the Vietnam Trade Union to issue stronger strategic orientations to enhance the representative role of the trade union organization in the market economy and international integration process.
In particular, the construction industry trade union organization hopes that the Vietnam General Confederation of Labor will continue to improve mechanisms and policies to better protect the rights of workers; strengthen resources for grassroots trade union activities; and at the same time have effective solutions to handle the situation of wage arrears, social insurance arrears, and late payment of trade union funds at enterprises.
With the orientation of putting employees at the center, promoting innovation, digital transformation and strengthening social dialogue, the 2026-2031 term is expected to be a period for the Vietnam Construction Trade Union to continue to affirm its role as a solid support for union members and workers, accompanying the sustainable development of the Construction industry in the new period" - Mr. Pham Hoai Phuong emphasized.
On the occasion of Workers' Month 2026, a delegation of the Vietnam Construction Trade Union led by Mr. Pham Hoai Phuong, Chairman of the Vietnam Construction Trade Union, visited and encouraged union members and workers of the Vietnam Maritime Safety Assurance Corporation who are performing tasks at DK1 rig and Truong Sa special zone (photo).
