Speaking with Lao Dong Newspaper, Ms. Dinh Thi Hong Lan - Chairwoman of the Labor Union of Industrial Zones of Yen Bai province - shared: Determining the role of dialogue work as an important basis for building harmonious, stable and progressive labor relations in enterprises, the Labor Federation of Yen Bai province has issued a document with specific instructions on the implementation of democratic regulations in agencies, units and enterprises.
For the implementation of democratic regulations at the workplace, based on the labor situation and production and business activities, and the scale of the enterprise, the grassroots trade union recommends that the employer establish a department to participate in developing or amending and supplementing democratic regulations.
For enterprises with a large number of workers, the grassroots trade union proposes to establish a team to implement democratic regulations at the enterprise, and send representatives of the grassroots trade union to participate in developing and promulgating democratic regulations at the enterprise.
The grassroots trade union proactively proposed contents to ensure the rights of workers "to know, to discuss, to give opinions and to be inspected and monitored" and specific regulations on organizing workers' conferences and dialogues at the workplace.
In the process of implementing grassroots democracy regulations, grassroots trade unions combine with building plans to implement regulations on supervision, social criticism and participate in giving opinions on Party building and government building.
At the same time, grasp the situation of employment, income, life, implementation of policies for workers as well as the thoughts and moods of cadres, union members, workers and laborers. Timely reflect the difficulties, obstacles, and shortcomings in implementing the democratic regulations at the grassroots level and issues related to the rights and obligations of workers to the higher-level trade union.
"In general, the quantity and quality of dialogue activities at the workplace are increasingly improved. Most businesses organize dialogues with employees or represent employees by grassroots unions to agree on building salary scales and labor norms," Ms. Dinh Thi Hong Lan informed.
The Trade Union of Industrial Parks of Yen Bai province is managing 49 grassroots trade unions with a total of over 9,000 workers.
