According to the roadmap in Circular 08/2026/TT-BKHCN of the Ministry of Science and Technology, after August 20, subscribers who have not completed the confirmation or authentication according to regulations will be recalled.
These days, the number of people going to verify information at stores is still very large. Sharing with Lao Dong, a MobiFone store manager in Ho Chi Minh City said that every day, they serve from 300-500 customers to verify subscriber information.
But currently, it is estimated that millions of subscribers have not completed information standardization and are at risk of having their SIMs revoked. Previously, in mid-July 2026, according to the Telecommunications Department - Ministry of Science and Technology, 13 million phone numbers were at risk of being revoked. Among them, according to the latest sharing from VinaPhone network operator, they will revoke more than 2 million SIMs. Account holders of the revoked SIMs have 15 days to restore the SIM and 90 days to resolve complaints.
In addition to being used for account verification, the phone number is also a channel to receive notifications from accompanying services such as notifications from bank accounts, state agencies or online platforms.
If you can no longer use the registered subscriber number, users may miss messages related to transactions, appointments, security notifications or other necessary information.
Previously, network operators had coordinated with the Ministry of Public Security to verify mobile subscriber information through the VNeID application. Users can self-research the list of phone numbers in their name, confirm genuine SIMs or report unused strange numbers to clean up population data.

Zalo action, bank
Zalo, a multi-platform fast messaging application, is estimated to have more than 83.1 million monthly users, corresponding to a very large number of active personal accounts on the platform.
To cope with and comply with the regulation on standardizing subscriber information, Zalo directly coordinates with network operators to review registered accounts using phone numbers that have been recovered or changed owners. Accordingly, Zalo has been and is reviewing network operator data, receiving lists of subscriber numbers that have been recovered by network operators to scan old accounts that are linked.
If the phone number is on the recall list, users will be sent a notification pinned at the top of the Zalo message page. Users need to update the new phone number within the prescribed time to be able to continue using Zalo safely and legally.
For banks, they have also taken early measures. Talking to Lao Dong, a representative of a joint-stock commercial bank in Ho Chi Minh City said: "If the account holder's registered subscription is revoked, they need to register a change. The new subscriber owner obviously cannot access the previous owner's bank account because it is still related to login security methods and KYC (customer identity verification process), and other policies according to bank security regulations".
Adjusting phone numbers will be more convenient for customers using digital banking applications, as many banks have integrated information update features directly on the application. For example, with Cake, customers can automatically switch to a new owner's phone number right on the app, in an automatic flow and without having to go directly to the counter.
After successfully sending the request, the information will be approved within 48 hours. In case of needing support, customers can contact the hotline to perform the KYC Video, with approval time of about 1-3 days after completing authentication. This method helps customers proactively handle changing phone numbers, limiting interruption of banking services that are linked to old subscribers.
