From April 15, Circular 08/2026/TT-BKHCN on verifying registration information and using mobile subscriber numbers officially takes effect nationwide.
According to new regulations, each mobile subscriber must have a full cross-check of 4 information fields including: personal identification number, full name, date of birth and facial biometric data.
This information must match the National Population Database or ID database.
Currently, three major network operators in Vietnam including Viettel, VinaPhone and MobiFone have all provided remote subscriber authentication features through the My Viettel, My VNPT and My MobiFone applications.
People need to prepare a citizen identification card, log in to the application of the subscriber network operator they are using and carry out verification according to instructions.
Numbered subscriber information verification support points
Currently, Viettel Telecom Corporation (Viettel Telecom) has early upgraded its technology infrastructure and integrated the online subscriber information verification feature on the My Viettel application.
Customers can perform authentication steps at home in just about 3 minutes, without moving or waiting.
Along with that, direct support systems are also expanded. Transaction points, authorized stores and linked retail systems are all mobilized to receive and support customers in verifying information.
Recorded at stores belonging to the Viettel Store system in Hanoi on the same morning, the number of customers coming to verify subscriptions increased sharply on the first day of deployment. Notably, many customers who are elderly or have limited technological skills are forced to come directly early to receive support.


Faced with this reality, stores have proactively adjusted personnel, strengthened forces at transaction counters, especially during peak hours. Employees are flexibly assigned between sales tasks and supporting customers to standardize information to ensure fast service and reduce congestion.
Talking to Lao Dong Newspaper, Mr. Nguyen Minh Khue, representative of the Viettel Store system, said that nearly 500 points of sale nationwide have been arranged to operate from 8 am to 10 pm every day. Personnel are arranged in shifts, strengthened at crowded times to better meet actual needs.

We have carefully prepared resources and organized operations to serve people in the peak period of implementing Circular 08," Mr. Khue informed.
Network operators increase support
To meet the deployment requirements, MobiFone has proactively prepared full technology infrastructure, completed the connection system and controlled with the National Population Database.
This business also upgrades digital platforms and optimizes online authentication processes, helping customers complete operations right on their phones quickly and conveniently.
In addition, MobiFone also arranges full resources at stores, customer care switchboards and support channels to provide timely guidance and answers, ensuring the authentication process takes place smoothly, safely, and in compliance with information security regulations.
Similarly, VinaPhone network operator said that customers can proactively perform it at home through the My VNPT application with the following main methods:

Method 1: Verify via VNeID application (this is the fastest way for those who already have a level 2 electronic identification account):
Method 2: Verification with chip-based CCCD (using NFC technology)
Method 3: Direct support at the transaction point (if you encounter difficulties when operating on your phone, people can bring their ID card with the owner's chip to the nearest VNPT VinaPhone store or mobile support points so that staff will provide 100% free support.
According to the plan, subscribers who have not completed verification or have information that does not match national data will be subject to restrictive measures according to the roadmap.
Specifically, subscribers may be temporarily suspended from one-way service, then two-way service, and finally have their numbers revoked if authentication is not performed.
This regulation is expected to contribute to cleaning up subscriber data, improving transparency and safety in telecommunications operations.
However, in the early stages of implementation, the pressure on the system and transaction points is still very high, requiring synchronous coordination between businesses and people.
