
Vietnam Digital Summit 2026, organized by the Ministry of Science and Technology in coordination with the Vietnam Union of Science and Technology Associations and Ninh Binh Provincial People's Committee on June 5, with the theme "Developing digital platforms and digital services, shifting operations to a digital environment".
Speaking at the opening of the forum, Deputy Minister of Science and Technology Bui Hoang Phuong said that Vietnam has identified science and technology, innovation and digital transformation as the three most important breakthrough pillars, the main driving force to bring the country to breakthrough development in the new era.
According to the Deputy Minister, in just a few short years, Vietnam has achieved many important results in promoting national digital transformation. The institutional system serving digital transformation is increasingly complete. In 2025, Vietnam amended 10 laws along with dozens of decrees and circulars. Among them are many important laws such as the Law on Digital Transformation, the Law on Digital Technology Industry, the Law on Data and the Law on AI.
Vietnam has also formed a modern digital infrastructure with 5G coverage reaching over 90% of the population. Large-scale national databases and shared digital platforms such as the National Population Database and VNeID are being exploited and widely used.
Along with that, the application of artificial intelligence in state agencies and social life is being strongly promoted. Many programs to train high-quality human resources, support small and medium-sized enterprises in digital transformation, and popularize digital skills for people are also being implemented.
However, Deputy Minister Bui Hoang Phuong said that the digital transformation process still has gaps that need to be further narrowed. "There is still a gap between institutions and implementation, between invested infrastructure and created value, between expectations and digital trust of people and businesses," the Deputy Minister said.
According to him, one of the constant questions for the leaders of the Ministry of Science and Technology is how to make digital transformation truly go into life, creating great and breakthrough values.
The Deputy Minister said that many people still see digital transformation mainly as investing more in machinery, software, digital platforms or databases. These are necessary factors but not the core of digital transformation.

More importantly, it is necessary to start from the difficulties and obstacles in the practice of people, businesses and state agencies to find new ways of doing things, new processes based on digital technology," Mr. Phuong emphasized.
According to Deputy Minister Bui Hoang Phuong, the goal of digital transformation is not to do the old things in the digital environment but to do better the things that need to be done in a faster, simpler, more transparent and more effective direction.
When people, businesses and officials directly feel those benefits, they will actively participate and become a strong driving force, ensuring the sustainable development of the national digital transformation process," he said.
At the forum, Deputy Minister Bui Hoang Phuong emphasized the message: "Digital transformation is not digitizing old processes, but creating new ways of doing things with digital technology with outstanding efficiency".
According to the Organizing Committee, with the theme "Developing digital platforms and digital services, shifting operations to a digital environment", the forum aims at four key objectives.
That is to create a real policy dialogue space between the State, businesses, scientists and international partners; promote the development of digital platforms and digital services based on data and artificial intelligence; connect and spread effective digital transformation models nationwide; and expand international cooperation, improve technological autonomy and Vietnam's position in the global technology flow.
Deputy Minister Bui Hoang Phuong expressed his belief that with the consensus of the entire political system, the dynamism of the business community, the intelligence of scientists and the aspirations of more than 100 million people, Vietnam will successfully build a strong, prosperous and sustainable digital nation.
Through the Forum, management agencies, experts, technology businesses and international partners continue to exchange and propose solutions to promote the development of digital platforms, digital services and shift activities to the digital environment, contributing to the successful building of a digital nation, digital economy and digital society in Vietnam.
