
Previously, on August 25, the working delegation of the Ministry of Science and Technology (MTST) led by Ms. Tran Bich Ngoc - Deputy Director of the Department of radiation and Nuclear Safety had a working session with the People's Committee of Lam Dong province to grasp the implementation of the two-level local government model, remove difficulties in the implementation of Resolution 57-NQ/TW, Decree 132 and 133/2025/ND-CP.
According to the report of the Department of Science and Technology of Lam Dong province, after the two-level authorities came into operation from July 1, Lam Dong has synchronously deployed decrees, issued many documents, clearly assigned responsibilities, and mobilized human resources for information technology to serve digital transformation. The province has opened 19 online training courses for more than 11,000 students on handling administrative procedures and managing executive documents; 6 classes on artificial intelligence for 4,100 cadres and party members.
To date, the locality has issued 12,565 digital service signatures, operated an IOC Smart Operation Center, deployed the VNeID application in healthcare, tax, accommodation, and transportation; promoted the digitalization of civil status, land, social security, and education data. The management document management system has been interconnected within the province and connected to the national document axis. The television conference system has 135 connecting points, connecting smoothly from the province to the commune.
Digital infrastructure has also achieved many impressive results: more than 4 million mobile subscribers, smartphone usage rate reached 90.8%, 99% of households have fiber optic cables, 3G/4G/5G mobile broadband coverage of the entire residential area with 282 5G stations. 100% of Party and State agencies from province to commune are connected to a specialized data transmission network.
At the same time, Lam Dong and some provinces in the region have implemented four key investment projects in research centers, testing centers, and laboratories with a total capital of more than 125 billion VND, of which 3 projects have been completed. The province has also submitted to the Ministry of Science and Technology for appraisal the Project to establish Binh Thuan High-Tech Park, expected to become a center for attracting investment, research and innovation.

In addition to the achieved results, Lam Dong also faces difficulties due to incomplete detailed guidance documents, especially in highly specialized areas such as radiation safety, intellectual property, and quality measurement standards. The province also lacks a breakthrough mechanism for sandbox, adventure investment, open innovation; digital technology human resources are still limited.
Director of Lam Dong Department of Science and Technology - Mr. Vo Thanh Cong proposed that the Ministry support the implementation of a shared ge spatial database system, guide the establishment of a High-Tech Park, and support access to national science and technology programs. At the same time, supplement regulations on small-scale radiation device management, perfect the mechanism for sharing intellectual property data, and soon issue job placement instructions for science and technology.
On the same day, the delegation worked at the Provincial Public Administration Service Center (HCC) and Duc Trong Commune People's Committee. The whole province has received nearly 196,000 online public service records in just over a month, of which 143,807 records were submitted online, 100% were digitized and electronic results returned. Duc Trong commune alone has processed 3,145 records, the rate of overdue payment reached 98.6%.
Concluding the meeting, Ms. Tran Bich Ngoc highly appreciated Lam Dong's preparation and proactive spirit in implementing Decrees 132 and 133. She affirmed that the Ministry of Science and Technology will continue to accompany and directly remove obstacles so that Lam Dong can operate the two-level government effectively, towards a proactive, close-to-the-people, and close-to-people administration for the people's satisfaction.
