According to the roadmap of Circular 08/2026/TT-BKHCN, subscribers who are being temporarily suspended from one-way services but have not completed confirmation or verification will continue to be two-way locked from August 15.
For the elderly, this is a group that needs special attention because many people are not familiar with using digital applications or have difficulty performing authentication steps on their phones.
Proactively check notices from network operators
The Telecommunications Authority (Ministry of Science and Technology) recommends that people, especially the elderly, regularly check notifications from telecommunications businesses and the VNeID application to know whether their subscribers are eligible for confirmation or not.
In case they cannot do it themselves, the elderly should ask their children or relatives to help check and carry out the confirmation steps according to the instructions.
To the nearest support point
For those who do not use smartphones or have difficulty operating on the application, people can go to support points of telecommunications businesses for direct guidance.
According to the Telecommunications Authority, businesses are still maintaining support points in localities to help people complete subscriber information verification.
Here, staff will guide each step, support information cross-checking and perform necessary procedures according to regulations.
Staff still provide direct support when needed
Not only arranging transaction points, telecommunications businesses also send official staff to directly support in necessary cases.
This is a solution directed by the Ministry of Science and Technology to create favorable conditions for vulnerable groups, including the elderly, to minimize service interruptions due to difficulties in the authentication process.
There is coordination between the local government and police.
In addition to support from telecommunications businesses, the Telecommunications Authority said that the units also coordinate with local authorities, commune and ward-level police forces and grassroots organizations to propagate, guide and support people to complete subscriber information verification.
This coordination aims to help people, especially the elderly in rural areas, remote areas, or people with limited travel conditions, have more convenient access to support forms.
Do not wait until close to the deadline
According to the Telecommunications Authority, support forms are still being maintained by telecommunications businesses nationwide.
Elderly people and relatives should proactively complete confirmation or verification before the two-way lock to avoid affecting communication as well as services that are using phone numbers for verification.
